631 <br />EXHIBIT A <br />SCOPE OF SERVICES <br />Project# 02 -83 -03 <br />Amendment, December 2, 2010 <br />Lee County <br />North Plank Rd. Crisis Need Water Petition Project <br />Clean Water Appropriated Fund <br />Supplemental <br />Lee County will carry out the terms of this contract as follows: <br />I. General Project Description and Justification: <br />Lee County has a poverty rate of 12.8% and is located in a Tier 2 economically <br />distressed county. Lee County is located within the Cape Fear river basin. <br />• The residents along North Plank Road in northwestern Lee County rely on <br />private wells for their water supply. Over the past couple years, many of these <br />residents' wells have not provided adequate water quality, including at least one <br />well running dry. Reports from the General Services Center of Lee County <br />identified high iron and magnesium content and frequent low yields. In the face <br />of this crisis, residents of North Plank Road petitioned the county for assistance <br />in providing a safe, reliable water supply. <br />Lee County will extend water lines through a contract arrangement with the City <br />of Sanford, which owns and operates water lines in the vicinity of North Plank <br />Road. The project consists of installing approximately 4,000 feet of 6 -inch water <br />line along North Plank Road. The water line will serve 16 occupied homes. <br />Amendment: The scope of the project remains the same, but the county was able to <br />identify significant reductions in the cost of the project. The project is amended by the <br />budget displayed below. <br />Per Section 7 of this Contract Agreement: <br />• "Obligation of Funds: Funds provided by the CENTER may not be obligated by the <br />GRANTEE prior to the effective date or subsequent to the termination date of this <br />Agreement." <br />
