THE BYLAWS <br />OF THE <br />LEECOUNTY LOCAL EMERGENCY PLANNING COMMITTEE <br />ARTICLE I <br />NAME <br />This organization shall be known as the Lee County Local Emergency Planning Committee. <br />ARTICLE Il <br />PURPOSE <br />The duties and activities of the Committee are those set forth by the Superfimd Amendments <br />and Reauthorization Act of 1986, SARA, based on the appointment of the Board of <br />Commissioners of Lee County at their meeting on August 10, 1987. <br />A. Establish procedure for reviewing and processing requests from the public for <br />• information under Section 324 of the SARA Act. <br />B. Establish procedures for reviewing and handling Material Safety Data Sheets (MSDS), <br />and Tier 1, and Tier lI information submitted by facilities. <br />C. Develop an emergency response plan by October 17, 1988. In developing this plan, the <br />Committee will evaluate available resources for preparing for and responding to a <br />potential chemical accident. This plan must include: <br />I . Identification of facilities and extremely hazardous substances transportation routes. <br />2. Emergency response procedures on -site and off -site. <br />3. Designation of a Community Coordinator and Facility Coordinator(s) to implement <br />the plan. <br />4. Emergency notification procedures. <br />5. Methods for determining the occurrence of a release and the probable affected area <br />and population. <br />• <br />5 <br />
