0 <br />BooK 23 FACE 902 <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, and Shook <br />Nay: None <br />Absent: Womack <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered Budget Amendment # 01/18/11/09 which had been pulled from the <br />Consent Agenda earlier in the meeting. After discussion, Commissioner Reives moved to approve the <br />above referenced Budget Amendment, a copy of which is attached to these minutes and by this <br />reference made a part hereof. <br />The Board discussed proposed legislative goals and policy statements for the upcoming <br />Legislative Goals Conference scheduled for January 20 -21, 2011 in Durham. The North Carolina <br />Association of County Commissioners ( NCACC) provided Association Policy Statements and proposed <br />legislative goals for said conference. It was noted that more than 300 County Commissioners from <br />across the State, county staff, and NCACC staff had provided input into the legislative goals. Fifty - <br />three (53) goals have been addressed and Commissioner Hayes, Lee County's voting delegate for the <br />conference, asked input from fellow Board members on how to vote during the upcoming conference <br />on these goals. After discussion, Commissioner Hayes moved to approve the legislative goals as <br />presented: After further discussion, Commissioner Reives amended the motion to approve the <br />following top five priority goals as recommended by the North Carolina Association of County <br />Commissioners and allow the voting delegate to vote as he deems necessary on the remaining goals: <br />• Ensure adequate mental health funding; <br />• Oppose shift of state transportation responsibilities to counties, <br />• Reinstate ADM and lottery funds for school construction; <br />• Preserve the existing local revenue base; and <br />• Authorize local revenue options <br />Upon a vote of the amended motion, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, and Shook <br />Nay: None <br />Absent: Womack <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an appointment to the Lee County Agriculture Advisory Board. Clerk to <br />the Board Gaynell Lee presented one application to the Commissioners to represent the West Sanford <br />District on said Board. Commissioner Oldham moved to accept the application submitted by Ms. Molly <br />Whitaker to fill the second West Sanford District vacancy on the Lee County Agriculture Advisory <br />Board.
