Chair Dalrymple closed the public hearing. <br />C. Public Hearing for a Unified Development Ordinance Text Amendment to Article 4 <br />Permitted Use Matrix <br />The Board next held a public hearing for consideration of a text amendment to the <br />Unified Development Ordinance, Article 4 Permitted Use Matrix, to remove "Boarding <br />Houses/Room Renting" as a permitted land use in all zoning district. Planning and <br />Community Development Director Marshall Downey stated that the Planning <br />Department is trying to prevent nuisance issues from occurring by eliminating boarding <br />houses. All text amendments go before the Joint Planning Commission for approval. <br />No one spoke in favor or in opposition of the proposed amendment. <br />Chair Dalrymple closed the public hearing. <br />D. Public Hearing for a Unified Development Ordinance Text Amendment Updating <br />Article 11 Sign Regulations <br />The Board next held a public hearing for consideration of a text amendment to the <br />Unified Development Ordinance, Article 11 Sign Regulations, as a major update, which <br />is a result of a U.S. Supreme Court decision regarding sign regulations. Planning and <br />Community Development Director provided that a 2015 landmark Supreme Court case <br />(Town of Gilbert Arizona vs. Reid) resulted in a ruling that all content based sign <br />regulations are no longer valid. Where this affected the community the most is related <br />to smaller signs such as political, real estate, sales signs etc. One exception relates to <br />political signs due to the fact that the State of North Carolina Board of Elections <br />provides restrictions regarding political signs. Off premise signs will no longer be <br />permitted. Chair Dalrymple opened the public hearing for comments. No one spoke in <br />favor of the proposed amendment. <br />The following people spoke in opposition of the proposed amendment: <br />- Commissioner Robert Reives, 827 Primrose Lane, Sanford, NC <br />- Steve Malloy, 2615 Bellair Drive, Sanford, NC <br />Chair Dalrymple closed the public hearing. <br />Commissioner Reives requested the addition of a map for discussion. Commissioner <br />Dalrymple stated that would be added to New Business. <br />IV. PUBLIC COMMENTS <br />Pursuant to General Statute § 152A-52.1, Chair Dalrymple opened the floor for Public <br />Comments. No one spoke during the public comments section of the meeting. <br />V.
