The Board of Commissioners for the County of Lee, North Carolina met in a regular <br />meeting in the Commissioners' Room at the Lee County Government Center, 106 Hillcrest Drive <br />in Sanford, North Carolina, the regular place of meeting, at 6:00 p.m. on April 2, 2018. <br />Present: Chair Amy Dalrymple, presiding, and Commissioners Larry "Doc" Oldham, <br />Robert T. Reives, Dr. Andre Knecht, Timothy S. Sloan, Kevin C. Dodson, and Cameron W. <br />Sharpe <br />Absent: None <br />Also present: County Manager John Crumpton, County Attorney Whitney Parrish, and <br />Deputy County Attorney/Clerk to the Board Jennifer Gamble <br />County Manager John Crumpton introduced the following resolution the title of which <br />was read and a copy of which had been previously distributed to each Commissioner: <br />RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION <br />AND DELIVERY OF A MASTER TRUST AGREEMENT, A FIRST <br />SUPPLEMENTAL TRUST AGREEMENT, A DEED OF TRUST AND <br />RELATED DOCUMENTS IN CONNECTION WITH THE FINANCING <br />OF VARIOUS CAPITAL IMPROVEMENTS FOR THE COUNTY <br />BE IT RESOLVED by the Board of Commissioners (the "Board") for the County of Lee, <br />North Carolina (the "County"): <br />Section 1. The Board does hereby find and determine as follows: <br />(a) There exists a need in the County to finance through the issuance of limited obligation <br />bonds the costs of (i) acquiring, constructing, renovating, improving and equipping an <br />elementary school, (ii) renovating and improving buildings in the County courthouse complex <br />
