BOOK 23 PAGE 866 <br />The Board considered a voting delegate for the January 20 -21, 2011 Legislative Goals <br />Conference. County Manager John Crumpton stated that the North Carolina Association of County <br />Commissioners requests that a designee from each county be selected to vote for said county during <br />the conference. County Manager John Crumpton, Chairman Linda Shook, and Commissioner Richard <br />Hayes are registered to attend said conference. Chairman Shook nominated Commissioner Hayes as <br />Lee County's voting delegate for the 2011 Legislative Goals Conference. Upon a vote, the results <br />were as follows: <br />Aye: Hayes, Oldham, Parks, Reives, Shook, and Womack <br />Nay: None <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an appointment to the Lee County Board of Health. Clerk to the Board <br />Gaynell Lee presented three applications to the Board for consideration to fill the unexpired term of Mr. <br />Steve Brewer whose terms will expire in June 2013. After discussion, Commissioner Reives moved to <br />defer action on the matter and advertise the vacancy in the newspaper using a minority clause that <br />states, "The Board is looking for an energetic individual to represent Lee County as a voting member on <br />the Lee County Board of Health. Interested individuals of Hispanic, African American, American Indian <br />or Asian background are encouraged to apply in order to diversify membership, but will consider <br />anyone who is willing to serve ". Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Reives, Shook, and Womack <br />Nay: None <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an appointment to the Environmental Impact (RC &D) Board. Clerk to the <br />Board Gaynell Lee presented a letter from said Board asking the Lee County Board of Commissioners <br />to make an appointment to their board. The request asked that an individual of Hispanic, African <br />American, American Indian or Asian background be appointed in order to diversify membership, but <br />would consider anyone willing to serve. After discussion, Commissioner Reives moved to defer action <br />on the appointment until more information could be provided on what the RC &D Board does. Upon a <br />vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Reives, Shook, and Womack <br />Nay: None <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a lease agreement with Nova Materials, LLC to lease space at the Trans - <br />Matic building located at the Lee County Industrial Park. County Manager John Crumpton stated the <br />County recently purchased the 30,000 sq. ft. building formerly occupied by Trans - Matic Manufacturing <br />located at 5825 Clyde Rhyne Drive. The building will serve the public purpose of being operated as an <br />"incubator" for small businesses likely to grow and establish permanent operation in the county thereby <br />producing additional jobs and tax base. Potential tenants may be offered below- market rental rates for <br />some portion of the lease term to encourage them to begin operation in Lee County, but market -rate or <br />near market -rate compensation will be received over the full term of the leases.
