Lee Historical Society to fly General Lee's flag at the Lee County Courthouse on Wednesday, January 19, 2011 Upon a vote, the results were as follows: Aye: Hayes, Oldham, Parks, Reives, Shook, and Womack Nay: None Absent: Paschal The Chairman ruled the motion had been adopted unanimously. Chairman Shook read aloud the proclamation for retiree Claudette Moore. Ms. Moore was not in attendance to accept the proclamation but it will be mailed to her. Pursuant to N. C. General Statute 153A -52.1, Chairman Shook opened the floor for Public Comments. No one signed up to speak during this time. The Board considered an item carried over from the December 6, 2010 meeting in reference to the 2013 Tax Revaluation project. Tax Administrator Dwane Brinson stated that North Carolina State Law dictates that counties must conduct a revaluation at least every eight (8) years. A 2013 project is currently scheduled for Lee County. The Commissioners, at their December 6, 2010 meeting, deferred action on this matter. Mr. Brinson provided information on a proposed budget for the in -house revaluation project if approved. After discussion, Commissioner Hayes moved to proceed with the 2013 Tax Revaluation project as presented and to proceed with the hiring of a new Appraisal position within the next 60 days to assist with the project. Upon a vote, the results were as follows: Aye: Hayes, Oldham, Parks, Reives, Shook, and Womack Nay: None Absent: Paschal The Chairman ruled the motion had been adopted unanimously. The Board considered the purchase of new drug testing equipment for the Lee County Sheriff's Department. Chief Deputy Randall Butler asked the Board to enter into a contract agreement with NarTest Technologies, Morrisville, North Carolina, to purchase a NTX2000 -NT5 series machine to test and analyze criminal drug evidence. If approved, the department would pay $20,000 for the unit, with a $5,000 down payment due at the beginning of the contract agreement and a second $5,000 payment on May 1, 2011. The balance of $10,000 would be due August 1, 2011. Mr. Butler stated the department would receive revenues for the services ranging from $300 and /or $600 per test ordered by the courts and payable to Lee County. After discussion, Commissioner Oldham moved to approve the purchase agreement with NarTest Technologies to purchase the above referenced equipment. Upon a vote, the results were as follows:
