BK 0029 PG 0487 <br />ATTACHMENT B <br />Public hearing on a financing agreement for the issuance of limited obligation bonds in an amount not to <br />exceed $35,000,000 for constructlon and improvements to the (a) WB Wicker Elementary School, (b) <br />County courthouse complex, and (c) County recreational facilities. <br />Speaking in favor to the proposed financing: <br />1) John Kirkman, 3307 English Circle, Sanford, NC—Spoke in support of borrowing funds for WB <br />Wicker School, the courthouse, and for parks and recreation facilities. <br />2) Dr. Andy Bryan, Superintendent for Lee County Schools—Thanked the Board of Commissioners <br />for their support for the WB Wicker School project. The Wicker school will contribute to the <br />Improvement of the downtown area including businesses and economic development. <br />3) Mark Akinosho, Chairman, Lee County School Board — Thanked Board of Commissioners for their <br />continued support of the WB Wicker Elementary School. <br />4) Margaret Murchison, 3400 Evers Avenue, Sanford, NC —As a product of what was once the WB <br />Wicker School, she spoke In favor of the revitalization and improvement that the new WB <br />Wicker Elementary School will bring. <br />5) Richard Hayes, 2004 Vantage Point, Sanford, NC—Spoke in support and for the endorsement of <br />the financing for WB Wicker School. <br />6) Brenda Johnson, 815 W. McIntosh St, Sanford, NC—Thanked Board of Commissioners for <br />approving the plans for the WS Wicker School and extended a request for continued support <br />through the funding of the project. <br />7) Jay Calendine, 4024 Swanns Station Road, Sanford, NC—Stated the WB Wicker School project is <br />great progress toward the effort to resolve overcrowding in schools. Spoke in favor of the plans <br />for the financing of the project. <br />8) Patrick Kelley,1525 Fire Tower Road, Sanford, NC, Vice Chair of Lee County School Board — <br />Spoke in support of proposed funding and how the new WB Wicker School is connected to the <br />park project and courthouse. <br />9) Fred Webb, 5507 Swan Station Rd — Spoke in support of all projects and their contributions to <br />Improve the downtown area and traffic flow into businesses. <br />Speaking in dissent to the proposed financing: <br />1) Jim Womack, 1615 Boone Trail Road, Sanford, NC— Disappointed in site location and how <br />expenditures are burdening citizens with more debt through COPS due to the amount of interest <br />and how the expenditures will ensure the limited chances of a reduction in the tax rate in the <br />future. <br />
