BK 0029 PG 0471 <br />II. APPROVAL OF CONSENT AGENDA <br />The Board considered changes to the Consent Agenda. Commissioner Sloan <br />requested to take Item C (Application from Herman Morris for re -appointment to the Board <br />of Equalization and Review) from New Business to the Consent Agenda. With no further <br />changes requested, Commissioner Oldham moved to approve the Consent Agenda as <br />amended, which consisted of the following items: <br />A. Minutes from the January 16, 2018 Regular Meeting. <br />B. Resolution declaring eight vehicles as surplus property. <br />C. Request for use of Medicaid cost settlement funds to contract or hire a Lab <br />Technician for the Health Department. <br />D. Minutes from the January 16, 2018 Closed Session. <br />E. Budget Amendment #02/06/18/07. <br />F. Application from Herman Morris for re -appointment to the Board of Equalization and <br />Review. <br />Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reaves, Sharpe, Sloan <br />Nay: None <br />Absent: Dodson, Knecht <br />The Chair ruled the motion had carried. <br />Ili. PUBLIC HEARING <br />A. <br />At 6:00 p.m. the Board conducted a public hearing on a financing agreement for the <br />issuance of limited obligation bonds In an amount not to exceed $35,000,000. In <br />accordance with Section 160A -20(g) of the North Carolina General Statutes, the <br />County is required to hold a public hearing on a trust agreement or similar financing <br />agreement to be entered Into by the County for the issuance of one or more series of <br />limited obligation bonds in an aggregate principal amount not to exceed $35,000,000 <br />for the purpose of providing funds, together with any other available funds, to pay or <br />reimburse the costs of acquiring, constructing, renovating, improving and equipping an <br />elementary school, renovating and Improving buildings in the County courthouse <br />complex, and constructing, expanding, improving renovating, equipping existing parks <br />and recreation facilities in the County. Assistance County Manager/Finance Director <br />Lisa Minter presented information regarding the limited obligation bonds. <br />Commissioner Knecht arrived at 6:05 p.m. <br />Page 217 <br />
