ocox 19 PA 87 A <br />amended and submitted to the City of Sanford for their approval. Upon a vote, the results <br />were as follows: <br />Aye: Adams, Hincks, Lemmond, Paschal, Reives, and Stevens <br />Nay: Matthews <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />The Board considered matters pertaining to the Phase III Water Project. County <br />Manager William Cowan discussed with the Board the three options presented by Public <br />Works Director Kenny Cole at the recent Planning Retreat for the Phase III project. After <br />much discussion, Commissioner Stevens moved that a letter be sent to all property <br />owners who have paid the $125.00 connection tap fee updating them on the status of the <br />project and to refund their $125.00 if requested. The motion also stated that if property <br />owners wished to tap onto the system later, they would have to pay the $950.00 tap fee. <br />Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Paschal, and Stevens <br />Nay: Matthews and Reives <br />The Chairman ruled that the motion had been adopted by a five to two vote. <br />Commissioner Adams moved to go into closed session to establish the position to <br />be taken in negotiating the amount of compensation and other material terms of a <br />proposed employment contract with the Timmons Group. Upon a vote, the results were <br />as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />County Manager William Cowan asked that the Board allow Mr. Bob Roop from <br />the Timmons Group to attend the closed session. Commissioner Adams moved that Mr. <br />Roop be allowed to attend the closed session. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously and the Board was <br />in closed session. After completing business in closed session, Commissioner .Adams <br />moved to go out of closed session. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />
