acs 19 FIGE 85 <br />Commissioner Stevens left the meeting at 6:30 p.m., during the following discussion: <br />The Board discussed water system matters. County Manager William Cowan discussed a <br />letter addressed to Chairman Hincks from Sanford Mayor Winston Hester dated February 19, <br />2004, notifying Lee County that the City of Sanford was giving notice that it will cease to provide <br />maintenance services to the Lee County water system on August 20, 2004. His letter further <br />stated that according to the City of Sanford, Lee County has not complied with the contract by <br />failing to make maintenance payments in accordance with terms of the contract. Mr. Cowan also <br />discussed a response letter from Chairman Hincks to Mayor Hester dated February 26, 2004, <br />outlining concerns he had with Mayor Hester's letter. After much discussion, Commissioner <br />Reives moved to approve the County Manager's recommendation that the Board (1) request that <br />the City not install any master meters in the system until a study can be completed that will limit <br />the number of entry points water can enter the Lee County Water and Sewer District and Lee <br />County's system from any source whether it be from Sanford or Harnett County and (2) contract <br />with a consulting engineer to determine what capital improvements can be undertaken to improve <br />the water quality and chlorine residuals in the District's lines. Upon a vote, the results were as <br />follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, and Reives <br />Nay: None <br />Absent: Stevens <br />The Chairman ruled the motion had been adopted unanimously. <br />With no further business to come before the Lee County Water and Sewer District No. I <br />Authority, Chairman Hincks moved to adjourn the Lee Comity Water and Sewer District No. I <br />meeting. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, and Reives <br />Nay: None <br />Absent: Stevens <br />The Chairman ruled the motion had been adopted unanimously and the meeting <br />' r ..
