Hoyle told the Board that since the ordinance was not adopted <br />unanimously, it would have to come before the Board at the January meeting for a second vote. <br />The Board considered water rate increases for FY 2003 -2004. Public Works Director <br />Kenny Cole told the Board that the proposed average monthly residential bill would increase <br />from $25.13 to $37.27 if the Board approved the increase. County Manager William Cowan told <br />the Board that at mid -year the water district was operating at a S190,000 deficit. He also stated <br />that the City of Sanford raised its water and maintenance costs provided to the county, along with <br />unknown flushing costs. The rates were not raised in July as the Phase II water project was <br />completed, which resulted in a $296,000 additional annual debt. After some discussion, <br />Commissioner Paschal moved to approve the new water rate increase for FY 2003 -2004 as <br />presented by Mr. Cole. Upon a vote, the results were as follows: <br />Aye: Adams, flincks, Lemmond, Paschal, Reives, and Stevens <br />Nay: Matthews <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Lemmond discussed with the Board concerns from the Northwest Pocket <br />Volunteer Fire Department concerning water lines and hydrants.
