D. Request to Appear from S3 Housing Connect <br />Karen Kennedy, Community Development Manager, spoke on behalf of S3 Housing <br />Connect, which was named following the formation of the Homelessness Task Force. Mrs. <br />Kennedy requested a $1,500.00 contribution for emergency hotel stays for the homeless. <br />She stated that all situations will be thoroughly vetted and the funds will be managed <br />through Johnston -Lee -Harnett Community Action, Inc. Following a discussion of the Board, <br />Commissioner Oldham moved to approve the $1,500.00 contribution matching the City of <br />Sanford's contribution. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />Absent: Dodson <br />The Chair ruled the motion had carried. <br />E. Request from Four C Machinery LLC for Abatement of Late List Penalty <br />Tax Administrator Mary Yow provided a request from Four C Machinery LLC for <br />abatement of a late list penalty. Four C Machinery LLC failed to timely file their 2017 <br />Business Personal Property Listing, which they were granted an extension to file until <br />March 15, 2017. Corrigan Krause sent an unsigned return via email to the tax office on <br />March 30, 2017 and received in the Tax Office on April 4, 2017. Per NCGS 105-312(h), a <br />10% late list penalty was calculated and added to their 2017 tax bill. A letter requesting <br />refund of the penalty dated July 26, 2017 was received on August 1, 2017. Four C <br />Machinery filed timely for 2016, which was their first filing. Commissioner Knecht move to <br />abide by the Board's guidelines regarding late list penalties and reduce the late list penalty <br />by 50%. Upon a vote, the results were as follows: <br />Aye: Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: Dalrymple <br />Absent: Dodson <br />The Chair ruled the motion had been adopted by a 5:1 majority. <br />H. Budget Amendment # 11/13/17/04 <br />Finance Director Lisa Minter presented Budget Amendment number 11/13/17/94, a <br />copy of which is attached to these minutes and by this reference made a part hereof. <br />Commissioner Reives moved to approve Budget Amendment number 11/13/17/04. Upon a <br />vote, the results were as follows: <br />Aye: Darlymple, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />Absent: Dodson <br />The Chair ruled the motion had carried. <br />Page 518 <br />
