Commissioners a summary of the events occurring in celebration of Farm -City Week. <br />Commissioner Darlymple read aloud the 2017 Farm -City Week Proclamation. <br />Commissioner Sloan moved to accept the proclamation recognizing Farm -City Week 2017. <br />Upon a vote, the results were as follows: <br />Aye: Dalrymple, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />Absent: Dodson <br />The Chair ruled the motion had carried. <br />V. OLD BUSINESS <br />A. Second Reading and Vote on Ordinance Extending Temporary Moratorium on Oil <br />and Gas Development and Mining in Lee County <br />County Attorney Whitney Parrish provided the Board with a brief history on the <br />Moratorium and requested a final vote on the Ordinance Extending the Temporary <br />Moratorium on Oil and Gas Development and Mining in Lee County. In December 2015, <br />the Board adopted a temporary moratorium on oil and gas development and mining within <br />Lee County. The moratorium was adopted to allow the County to have more time to study <br />the potential of oil and gas development on Lee County and to provide an opportunity to <br />update the County's land -use plan. <br />At the October 2, 2017 Board of Commissioners Meeting the Board voted to hold a <br />public hearing on the proposed moratorium. The first advertisement ran in The Sanford <br />Herald on Wednesday, October 4, 2017 and the second advertisement ran on <br />Wednesday, October 11, 2017. <br />At its October 16, 2017 regular meeting, the Board held a public hearing on the <br />proposed ordinance. At the hearing, nine people spoke in favor of the moratorium and one <br />person spoke in opposition. <br />After the public hearing, the Board held its first reading and took an initial vote to <br />approve which passed unanimously. Commissioner Reives moved to approve the <br />Ordinance Extending the Temporary Moratorium on Oil and Gas Development and Mining <br />in Lee County, a copy of which is attached to these minutes and by this reference made <br />apart hereof. Consideration of Upset Bid Offer for Property Located at 109 S. Third Street <br />County Attorney Whitney Parrish provided a summary of the bidding history for <br />109 S. Third Street, Sanford, NC. Lee County and the City of Sanford jointly own 109 S. <br />Third Street. The City of Sanford deeded its interest in the property to the County, as <br />recorded in Deed Book 1462 Page 129, for the County to dispose of the property through <br />the upset bid process and remit any recouped costs to the City in accordance with the <br />Page 318 <br />
