oar <br />RECESSED MEETING <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />FINANCE COMMITTEE MEETING <br />JUNE 18, 1998 <br />The recessed meeting of the Board of Commissioners for the County of Lee, State <br />of North Carolina, convened at 7:30 a.m. on this date in the Gordon A. Wicker <br />Community Conference Room at the Lee County Government Center. Members of the <br />Q/ Finance Committee in attendance were Chairman Robert T. Reives, Commissioner J. <br />Douglas Moretz and Commissioner T. Ervin Mansfield. Commissioner F. Hubert Garner <br />was also in attendance. Others present for the meeting were County Manager William K. <br />Cowan, County Attorney K. R. Hoyle and Clerk to the Board Gaynell M. Lee. <br />Chairman Reives called the meeting to order. <br />County Manager William Cowan went over with the Committee the debt service <br />to Lee County for the next year and answered questions from Committee members. <br />Dr. Marvin Joyner, President of Central Carolina Community College discussed <br />with the Committee Capital Improvement Plans for the proposed construction of a new <br />building to house the Science Department. The construction will require a three quarter <br />million dollars match from the County. The total cost of the proposed new building is <br />estimated at $3.2 million. He also gave the Committee an update on current financial <br />matters at the college. <br />Health Director Phyllis Lowry asked the Finance Committee to reconsider a new <br />position for a Community Service Coordinator that was eliminated from the proposed <br />budget. She told the Committee one of the primary functions of this position would be to <br />write grants for the department. Commissioner Garner spoke in favor of adding this <br />position to the budget. Chairman Reives asked Ms. Lowry to look into the possibility of <br />contracting with grant writers from other departments/counties to write grants for the Lee <br />County Health Department for a percentage of the grant received, and also to get clarity <br />on future grants that would help support such a position. Health Board Chairman Oscar <br />Keller spoke in support of Ms. Lowry's request. He told the Committee he felt Lee <br />County was losing money because there was no one to write grants to get additional <br />money. <br />Mr. Keller asked the Committee to consider increasing the salary of the Lee <br />County Health Director by two steps. <br />
