BOOK V PAGE 434 <br />Commissioner Paschal moved to go into closed session to discuss a personnel <br />action that involves an employee of the Board. Commissioner Cox seconded the motion, <br />and upon a vote, the results were as follows: <br />Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously and the Board <br />was in closed session. <br />Following discussion in closed session, the meeting recessed until 7:00 p.m. <br />At 7:00 p.m. the meeting resumed in Courtroom # 4 of the old Lee County <br />Courthouse. Commissioners present were Cox, Mansfield, Matthews, Moretz, Paschal <br />and Reives. Commissioner Garner had been excused from the meeting. Commissioner <br />Mansfield moved to conduct a public hearing for the FY 1999-2000 Community <br />Development Block Grant Funding. Commissioner Cox seconded the motion, and upon <br />a vote, the results were as follows: <br />Aye: Cox, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />Jim Allred, Consultant with Holland Consulting Planners outlined for the Board <br />the purpose of the public hearing and areas that have been targeted for the Community <br />Development Block Grant (CDBG). He told the Board three areas have been located that <br />have possible concerns and would qualify for the grant. Only two of the areas can be <br />selected for the project. The areas in questions are on South Plank Road, Vernon Street <br />(outside Broadway city limits) and Alfred Austin Road in the Osgood Community. <br />No one from the general public spoke concerning the CDBG Grant application. <br />Mr. Allred told the Board the next step in the process would be to proceed with <br />surveys of the three areas in question to interview owners of the homes and obtain <br />income information, current condition of homes, number of individuals living in the <br />homes, disabilities, if any, and various other information. A second public hearing will <br />also need to be scheduled concerning this matter. <br />Commissioner Moretz moved to close the public hearing for the 1999-2000 <br />Community Development Block Grant. Commissioner Reives seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />7 <br />
