BOOK V PAGE 434 Commissioner Paschal moved to go into closed session to discuss a personnel action that involves an employee of the Board. Commissioner Cox seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Garner, Mansfield, Matthews, Moretz, Paschal and Reives Nay: None The Chairperson ruled the motion had been adopted unanimously and the Board was in closed session. Following discussion in closed session, the meeting recessed until 7:00 p.m. At 7:00 p.m. the meeting resumed in Courtroom # 4 of the old Lee County Courthouse. Commissioners present were Cox, Mansfield, Matthews, Moretz, Paschal and Reives. Commissioner Garner had been excused from the meeting. Commissioner Mansfield moved to conduct a public hearing for the FY 1999-2000 Community Development Block Grant Funding. Commissioner Cox seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Mansfield, Matthews, Moretz, Paschal and Reives Nay: None The Chairperson ruled the motion had been adopted unanimously. Jim Allred, Consultant with Holland Consulting Planners outlined for the Board the purpose of the public hearing and areas that have been targeted for the Community Development Block Grant (CDBG). He told the Board three areas have been located that have possible concerns and would qualify for the grant. Only two of the areas can be selected for the project. The areas in questions are on South Plank Road, Vernon Street (outside Broadway city limits) and Alfred Austin Road in the Osgood Community. No one from the general public spoke concerning the CDBG Grant application. Mr. Allred told the Board the next step in the process would be to proceed with surveys of the three areas in question to interview owners of the homes and obtain income information, current condition of homes, number of individuals living in the homes, disabilities, if any, and various other information. A second public hearing will also need to be scheduled concerning this matter. Commissioner Moretz moved to close the public hearing for the 1999-2000 Community Development Block Grant. Commissioner Reives seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Mansfield, Matthews, Moretz, Paschal and Reives Nay: None 7
