007 <br />BOOK V ncE 448 <br />After further discussion, Commissioner Reives made a motion that in the event Oldham <br />& Oldham, Inc. will not be willing to honor their original bid, the matter must come back <br />before the Board at the next meeting. Commissioner Matthews seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />Public Works Director Kenny Cole gave the Board a report on recent renovations <br />to Courtroom #1 at the new Courthouse. Mr. Cole told the Board that all the work was <br />completed by in house staff. No action was taken on the matter. <br />The Board considered a vehicle replacement policy for Lee County. At a previous <br />meeting, Chairperson Matthews appointed a committee to work on a draft for a vehicle <br />replacement policy for Lee County. After some discussion, Commissioner Reives moved <br />to approve the recommendation of the committee, with a few changes. Commissioner <br />Matthews seconded the motion, and upon a vote, the results were as follows: <br />Aye: Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered the rejection of all bids for the proposed Emergency <br />Medical Services building project. County Manager William Cowan told the Board that <br />at the August 10, 1998 meeting the Board considered a ground lease with Central <br />Carolina Hospital and a bid award for the construction of the proposed emergency <br />medical services building. Based upon concerns from some Board members, he was not <br />able to reach a satisfactory lease agreement with hospital officials. He further told the <br />Board since the proposed building will need to be relocated and re-engineered, the Board <br />would need to reject all bids and authorize new bids to be taken when a suitable location <br />is found and the project is re-engineered. Commissioner Moretz moved to approve the <br />recommendation of the County Manager to reject all bids. Commissioner Garner <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Gamer, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board held discussion on the location and purpose of various sites for <br />proposed new county buildings. County Manager William Cowan told the Board the <br />open meetings law provides that a board of commissioners may go into closed session to <br />7 <br />
