006 <br />850K V PAGE 447 <br />After some discussion, Commissioner Paschal moved to accept the recommendation of <br />the County Manager to adopt a resolution initiating the upset bid procedure on the $3,800 <br />offer. Commissioner Reives seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Garner, Mansfield, Matthews and Paschal <br />Nay: Moretz and Reives <br />The Chairperson ruled the motion had been adopted by a four to two vote. <br />Commissioners Moretz and Reives stated they opposed the process of this matter. <br />The Board considered an architectural contract between Lee County and the <br />Wooten Company for the proposed Agribusiness Center for architectural fees of 593,300. <br />County Manager William Cowan discussed the contract with the Board and answered <br />questions. Commissioner Paschal moved to approve the contract as presented. <br />Commissioner Mansfield seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Garner, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered bids for the Horton Park basketball courts. Public Works <br />Director Kenny Cole told the Board he had received bids for a second time for this <br />project based on instructions from the Board at the previous meeting. The following bids <br />had been received: <br />Lee Thomas Concrete Company <br />$31,800 <br />Oldham & Oldham, Inc. <br />$33,300 <br />Sanford Contractors, Inc. <br />$35,250 <br />Sandhills Contractors, Inc. <br />$27,300 <br />Mr. Cole recommended the low bid of $27,300 from Sandhills Contractors for this <br />project. Commissioner Gamer moved to accept the low bid as recommended. <br />Commissioner Moretz seconded the motion. After further discussion, Commissioner <br />Reives made an amended motion to table the matter and contact Oldham & Oldham, Inc. <br />to see if they would honor their original bid of $28,300. Commissioner Moretz seconded <br />the motion, and upon a vote, the results were as follows: <br />Aye: Gamer, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />6 <br />
