0 BGuK 17 PAGF- 475 003 4 <br />Aye: Cox, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered a recommendation from the Planning Board on a recent <br />rezoning petition. Commissioner Reives moved to approve the petition by Jennings <br />Craig Lantz to rezone from Residential Restricted District to Residential Agricultural <br />District, approximately 16.68 acres of land at 73 Holly Drive, located off Valley Road. <br />Commissioner Cox seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />Commissioner Reives stated that if the Economic Development Board made a <br />recommendation at a public hearing, someone from that office or board should be present <br />for the meeting. He further stated that staff from the Planning Department should notify <br />the Commissioners when they anticipate a lot of controversy prior to a public hearing. <br />The Board considered a water line extension in the Cumnock Water District. <br />Public Works Director Kenny Cole told the Board that in July a 6 inch water main broke <br />on the main line in Cumnock. Due to the location of the line, Mr. Cole had estimated the <br />repair to cost between $25,000-$30,000. He recommended an alternate method which <br />would cost approximately $20,000. After some discussion, Commissioner Cox moved to <br />accept the recommendation of the Public Works Director. Commissioner Mansfield <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Mansfield, Matthews, Moretz, Paschal and Reives <br />Nay: None <br />Chairperson Matthews ruled the motion had been adopted unanimously. <br />The Board considered a water policy revision for late payments. Public Works <br />Director Kenny Cole told the Board the City of Sanford had recently revised their water <br />policy as it pertains to late payments. Mr. Cole recommended the County revise their <br />policy to reflect the same changes as follows: <br />Bills arc due on the 15°i of each month by 5:00 p.m. Late notices <br />will be mailed to all accounts that remain unpaid as of 5:00 p.m. <br />on the 15i°. Bills that are not paid in full by 5:00 p.m. on the 20`° of <br />the same month shall become subject to disconnection of service <br />and will be assessed a late fee of $20.00. This fee will be <br />assessed whether or not the service is physically disconnected. <br />3 <br />
