Y:GF 541 006 <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Deed of Subordination between the County of Lee and <br />the Historic Preservation Foundation of North Carolina. County Attorney K. R. Hoyle <br />told the Board that the Wilrik Hotel Apartments LLC desires to borrow money from <br />another lending institution and therefore a Deed of Subordination must be approved by <br />the Board. After some discussion, Commissioner Reives moved to approve the <br />agreement. Commissioner Garner seconded the motion, and upon a vote, the results were <br />as follows: <br />Aye: Garner, Hincks, Matthews, Paschal, Reives and Sauls <br />Nay: None <br />The Chainnan ruled the motion had been adopted unanimously. <br />The Board heard a presentation from County Manager William Cowan and <br />Finance Officer Lisa Minter concerning the proposed FY 1999/00 - 2003/04 Capital <br />Improvements Program. Commissioner Adams joined the meeting during this <br />discussion. No action was taken on the proposed Capital Improvements Program. <br />Chainnan Hincks opened the floor for further discussion concerning the business <br />personal property audit of Mr. Troy Willett. After some discussion, Commissioner Sauls <br />moved to accept the recommendation of the Tax Administrator to deny the request. <br />Commissioner Reives seconded the motion, and upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Paschal, Reives and Sauls <br />Nay: Garner and Matthews <br />The Chairman ruled the motion had been adopted by a five to two vote. <br />Commissioner Adams told the Board he had talked with Board of Education <br />Chairman Randy Mann about a possible joint meeting of the Board of Education and the <br />Commissioners. Mr. Adams is to set up a meeting between himself, Chairman Hincks, <br />Superintendent Logan and Board of Education Chairman Mann to discuss holding a joint <br />meeting sometime in February. <br />Commissioner Adams moved to go into closed session to instruct staff concerning <br />pending litigation between Martin Marietta and the Lee County Planning Board. <br />Commissioner Matthews seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives and Sauls <br />Nay: None <br />6 <br />
