Commissioner Reives requested to move Item A from New Business to the Consent Agenda. With further no changes requested, Commissioner Oldham moved to amend his original motion and to approve the Consent Agenda as amended, which consisted of the following items: - Minutes from the October 2, 2017 Regular Meeting. - Tax Release and Refund Report for September 2017. - Contract for Non -Emergency Medical Transportation with D&D General Store. - Memorandum of Understanding between Lee County and Duke Energy Progress, LLC. - FY 2019 Community Transportation and Capital Grant Application. Upon a vote, the results were as follows: Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan Nay: None The Chair ruled the motion had been adopted unanimously. III. PUBLIC HEARINGS The Board discussed limiting the time for public hearing speakers to three minutes to allow for sufficient opportunity for every speaker to express their views. Commissioner Knecht requested verification as to whether this limitation would be imposed one time or would be a new rule going forward. Chair Darlymple responded providing that the limitation would only be applied to the present public hearing. Following discussion, Commissioner Oldham moved to limit the time to three minutes per person. Upon a vote, the results were as follows: Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan Nay: none The Chair ruled the motion had been adopted unanimously. A. A public hearing to consider an Ordinance Extending a Temporary Moratorium on Oil and Gas Development within Lee County advertised for this date and time was held. Chair Dalrymple opened the public hearing for comments.
