Commissioner Reives requested to move Item A from New Business to the Consent <br />Agenda. With further no changes requested, Commissioner Oldham moved to amend his <br />original motion and to approve the Consent Agenda as amended, which consisted of the <br />following items: <br />- Minutes from the October 2, 2017 Regular Meeting. <br />- Tax Release and Refund Report for September 2017. <br />- Contract for Non -Emergency Medical Transportation with D&D General Store. <br />- Memorandum of Understanding between Lee County and Duke Energy Progress, <br />LLC. <br />- FY 2019 Community Transportation and Capital Grant Application. <br />Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />III. PUBLIC HEARINGS <br />The Board discussed limiting the time for public hearing speakers to three <br />minutes to allow for sufficient opportunity for every speaker to express their <br />views. Commissioner Knecht requested verification as to whether this limitation <br />would be imposed one time or would be a new rule going forward. Chair <br />Darlymple responded providing that the limitation would only be applied to the <br />present public hearing. Following discussion, Commissioner Oldham moved to <br />limit the time to three minutes per person. Upon a vote, the results were as <br />follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: none <br />The Chair ruled the motion had been adopted unanimously. <br />A. A public hearing to consider an Ordinance Extending a Temporary <br />Moratorium on Oil and Gas Development within Lee County advertised for this <br />date and time was held. Chair Dalrymple opened the public hearing for <br />comments. <br />The following spoke in favor of the Ordinance: <br />■ Ed Harris, 231 Florence Harris Lane, Sanford, NC <br />■ Jerry Merrit, 2009 Trace Way, Sanford, NC <br />■ Bobby Riddle, 396 Kristin Lane, Sanford, NC <br />• Richard Hayes, 2004 Vantage Point, Sanford, NC <br />■ Donna Strickland, 1708 Woodridge Drive, Sanford, NC <br />Page 218 <br />
