0 01 <br />NOK J7 PAGE 567 <br />MINUTES OF THE JOINT MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />AND <br />THE LEE COUNTY BOARD OF EDUCATION <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />FEBRUARY 11, 1999 <br />A joint meeting between the Lee County Board of Commissioners and the Lee County <br />Board of Education for the County of Lee, State of North Carolina, convened at 4:00 p.m. in <br />the Forum Room, Lee County Senior High School, Nash Street, Sanford, North Carolina. <br />Commissioners present were F. Hubert Garner. Herbert A. Hincks, Bertha L. Matthews, <br />Nathan E. Paschal, and John 1. Sauls. Commissioners W. Chad Adams and Robert 1'. Reives <br />were absent. <br />Mr. Randy Mann, Chairman of the Board of Education, called the meeting to order and <br />welcomed all staff, Commissioners, and members of the general public. <br />Mr. Mann presented an overview of the State of the System which included student <br />membership and growth, attendance, student composition, student achievement, personnel, <br />facilities, and investment in the future. <br />Mr. Robert Logan, School Superintendent, discussed budget matters and the proposed <br />budget forecast for FY 1999/2000. <br />After a short question and answer period, Board of Education members Jim Womack, <br />Rex Scott, and Phil Yarborough discussed the Phase 11 Long-Range Facility Plan. <br />County Manager William Cowan discussed the current debt load for Lee County and <br />answered questions from various Board members. <br />10 p.m. <br />Herbert A.
