® 006 <br />BOOK J7 PAGE 599 <br />Upon returning at 7:00 p.m., with all members present, Chairman Hincks called <br />the meeting to order and opened the first public hearing. He told the public and Board <br />members that a public hearing had been advertised for this date and time to hear <br />comments on a proposed contract between the County and First Union National Batik for <br />the installment contract financing of the construction of the proposed Agribusiness <br />Center. <br />No one spoke in favor of or against the installment contract financing between the <br />County and First Union National Bank. <br />Chairman Hincks closed the public hearing. Commissioner Matthews moved to <br />approve a resolution authorizing the filing of an application for approval of a financing <br />agreement as authorized by N.C. General Statute 160A-20. A copy of the resolution is <br />attached to these minutes and by this reference made a part hereof. Upon a vote, the <br />results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Hincks opened the public hearings with the Planning Board to hear a <br />petition to rename Salamander Creek Lane to Caleb Lane. E-911 Coordinator Don <br />Kovasckitz outlined for the Boards prior events concerning the naming of this private <br />lane. The following persons spoke in favor of the renaming petition: <br />Donna Hooker, 215 Tempting Church Road <br />Ramona Spinks, 1015 Lemon Springs Road <br />Sandra Cox, IS 13 Chaffin Street <br />Linda Allred, 106 Thirteenth Street <br />Vincent McMillian, 223 Circle Avenue <br />Alonzo Glover, Jr., 1456 Sanders Road <br />Donald Wimberly, 211 Tempting Church Road <br />. Karen Floryanzia of 110 Salamander Creek Lane spoke in opposition to the <br />request. <br />Planner Althea Thompson outlined the petition by Scott Bryant and Bobby V. and <br />Ann B. Bryant to rezone from Residential Agricultural District to Highway Commercial <br />District, 4.51 acres of land located on the north side of White Hill Road. <br />Attorney Jim Love, Jr., representing the Bryant family, spoke in favor of the <br />rezoning request. <br />No one spoke in opposition to the request. <br />6 <br />
