003 <br />BOOK 17 PAGE 596 <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Ms. Debra Henzey from the Association of County Commissioners presented the <br />Board with an Outstanding County Program Award for the consolidation of City and <br />County planning services. She told the Board that eighty-five entries from across the <br />state were received and twelve were selected to be recognized. She commended Lee <br />County and the City of Sanford for working together to make this consolidation possible. <br />The Board considered recommendations from the Planning Board. Community <br />Development Director Reggie Scales told the Board that the Planning Board <br />recommended changes to the Lee County Zoning Ordinance. Mr. Scales told the Board <br />that the amendments would remove average and minimum lot sizes and add a depth-to- <br />width ratio for lot sizes. He further told the Board that the depth of any lot would have to <br />exceed four times the width of the lot, therefore the regulation would require that lots <br />with more than 400 feet of depth must have more than 100 feet of street frontage. <br />Commissioner Sauls made a motion that would require minimum lot sizes to be <br />established by the county's environmental health workers when private wells are to be <br />used instead of public water. After further discussion and comments from builder Van <br />Groce, Commissioner Reives moved to table the matter. After still further discussion, <br />Commissioners Reives and Sauls withdrew their motions. Commissioner Garner moved <br />to approve the recommendations of the Planning Board, a copy of which is attached to <br />these minutes and by this reference made a part hereof. Upon a vote, the results were as <br />follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chainnan ruled the motion had been adopted unanimously. <br />Mr. Scales was instructed to have Planning Board members consider the motion offered <br />by Commissioner Sauls on behalf of the Lee County Home Builders Association, and <br />report back to this Board at the April 19, 1999 meeting. <br />The Board considered amendments to the Lee County Subdivision Ordinance. <br />Mr. Scales outlined for the Board various changes recommended by the Planning Board <br />and answered questions. Chairman Hincks moved (1) the amendments be approved in <br />Sections 4 and 5, (2) after approval of the preliminary plat, the final plat would be <br />submitted to the County Manager for review and approval, and (3) if there were any <br />changes from the preliminary version, the final plat would be forwarded to the Board of <br />Commissioners with the changes noted. Commissioner Matthews made a substitute <br />motion to approve the amendments recommended by the Planning Board with the <br />deletion of Sections 4 and 5.
