Mr. Cowan told the <br />Board that these dues are voluntary and are based on a fair share formula adopted by the <br />executive committee of the Council. Mr. Cowan recommended to the Board that this <br />matter be considered as part of the FY 1999-00 budget process. After some discussion, <br />Commissioner Garner moved to accept the recommendation of the County Manager. <br />Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a contribution to the NACo 2000 fund. County Manager <br />William Cowan told the Board that in July, 2000, counties from North and South <br />Carolina will serve as the hosts for the Annual Conference of the National Association <br />of Counties which will be held in Mecklenburg County. The anticipated budget for this <br />convention will be more than S1A million. The Association is asking all one hundred <br />counties to support this conference by making a contribution. After some discussion, <br />Commissioner Garner moved to appropriate $2,000 for the 2000 Annual Conference. <br />Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a request to combine the City of Sanford and Lee County <br />Americans With Disabilities (ADA) Committees with the Lee County Mayor's <br />Committee. Chairman Hincks, who serves on the Lee County Committee, told the <br />Board that he had received a letter requesting that the three committees combine. <br />Commissioner Pascal moved to combine the three committees. Lee County ADA <br />Coordinator Warren Lee told the Board that the Lee County committee was established <br />to only conduct hearings at the request of disabled persons who feel Lee County has <br />discriminated against them in providing access to and participation in public facilities, <br />services, activities, and functions. Commissioner Paschal withdrew his motion and the <br />general consensus of the Board was to leave the Lee County committee as it currently <br />is. <br />Commissioner Reives joined the meeting during the above discussion. <br />The Board considered the renaming of Salamander Creek Lane to Caleb Lane. <br />Don Kovasckitz, 911 Coordinator, outlined for the Board the process that has taken <br />place since 1997 for the naming of private roads. Because a compromise could not be <br />reached in 1997 on a name for this road, the 911 Coodinator made a recommendation to <br />the Planning Board to name the road Salamander Creek Lane, and the Board of <br />6 <br />
