0 Oil <br />BuOK 17 P.,u 678 <br />MINUTES OF THE BUDGET WORK SESSION <br />OF <br />THE BOARD OF COMMISSIONERS FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />MAY 24, 1999 <br />The budget work session of the Board of Commissioners for the County of Lee, <br />State of North Carolina, convened at 7:00 a.m. in the Gordon A. Wicker Community <br />Conference Room, 106 Hillcrest Drive, Sanford, North Carolina. Commissioners present <br />were W. Chad Adams, F. Hubert Garner, Herbert A. Hincks, Bertha L. Matthews, Nathan <br />E. Paschal, Robert T. Reives, and John 1. Sauls. Others present were County Manager <br />William Cowan, County Attorney K. R. Hoyle, and Clerk to the Board Gaynell Lee. <br />Chairman Hincks presided and the following business was transacted. <br />The first order of business was a discussion on the proposed level of funding for <br />the Lee County Schools. After some discussion, the Board agreed to amend Section 4 of <br />the 1997 Settlement Agreement between the Lee County Board of Education and the Lee <br />County Commissioners to increase the Schools' appropriation from thirty-three (33) cents <br />to thirty-four (34) cents per $100 of property valuation. The increase would give the <br />Schools an additional $348,108, based on a 98% collection rate. <br />County Manager William Cowan discussed with the Board minor changes that <br />needed to be made to the proposed budget. <br />The Board discussed a merit pay plan for Lee County employees. After some <br />discussion, the Board agreed to give all employees a 2% cost-of-living increase, a 1% <br />increase in the 401K contribution, and a one-step increase for all employees at step five <br />or above. <br />The Board agreed to fund a Zoning Enforcement Officer position for the Planning <br />Department for one-half of the year. This decreased the proposed budget by $15,000. <br />The Board also approved one Maintenance Worker I position for Public Works. <br />Public Works Director Kenny Cole had requested an additional Maintenance Worker Il <br />position at a salary of $23,844, which the Board denied. <br />The Board agreed to several adjustments to Capital Outlay items, which included <br />the following: <br />- reduction of $4,000 for office furniture for the MIS Department <br />
