BOOK 17 PAGE 794 RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR APPROVAL OF A FINANCING AGREEMENT AUTHORIZED BY N.C. GENERAL STATUTE 160A-20 WHEREAS, the Board of Commissioners of Lee County, North Carolina desires to construct a building to provide a facility from which ambulance services may be provided for the benefit of the citizens of Lee County ("the Project"); and WHEREAS, Lee County has currently franchised the provision of emergency medical services to Central Carolina Hospital and it will lease the facility to be constructed from Lee County; and WHEREAS, the Board of Commissioners of Lee County deem it in the best interests of the people of Lee County that it have such a facility available for the County to resume furnishing such service in the event of the default or termination of the present contracted arrangements; and WHEREAS, the Board of Commissioners of Lee County, North Carolina desires to finance the Project by the use of an installment contract authorized under N.C. General Statute 160A, Article 3, Section 20; and WHEREAS, findings of fact by this governing body must be presented to enable the North Carolina Local Government Commission to make its findings of fact set forth in N.C. General Statute 159, Article 8, Section 151 prior to approval of the proposed contract, NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Lee County, North Carolina, meeting in regular session on the 26th day of July, 1999, make the following findings of fact: I. The proposed contract is expedient because Lee County experienced a period in the past when private enterprise failed to provide ambulance services and the County had to organize and equip such a service and secure quarters for such operations and in granting a franchise to Central Carolina Hospital to operate an ambulance service, the County obligated itself to provide such a facility and has secured a suitable site for the facility in close proximity to said hospital (the only hospital in Lee County) and the ownership of such a facility will enable the County to be able to respond to a critical need of its citizens either through franchising or operation of the service. 2. The proposed contract is preferable to a bond issue for the same purpose because Lee County will be borrowing a relatively small amount of money to complete the project.
