OCIG <br />B-z 17 pzGE 813 <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Hincks directed Reggie Scales to ask the Planning Board to revisit a <br />1996 provision to the Lee County Zoning Ordinance as it relates to the size of a tract of <br />land and whether a home of a family member can be placed on said tract that has been <br />zoned residential/agricultural. This request is being made due to the number of telephone <br />calls he has received from County residents. <br />Chairman Hincks announced that Lee County had been awarded a Certificate of <br />Achievement for Excellence in Financial Reporting from the Government Finance <br />Officers Association for the third consecutive year. Chairman Hincks also announced <br />that the Association had presented to Lisa Minter, Finance Director, an Award of <br />Financial Reporting Achievement as the individual primarily responsible for the County <br />earning the certificate. <br />The Board considered a resolution that would petition the General Assembly to <br />adopt a state-wide law that would require registration of all motorized all terrain vehicles <br />(hereinafter ATV). The North Carolina General Assembly passed N.C. Gen. Stat. §14- <br />159.3 which made operation of an ATV on private property without the consent of the <br />property owner a Class 2 Misdemeanor. Sheriff Billy Bryant informed the Board that it <br />is difficult to enforce this law in that once the trespass is reported and a deputy can be <br />dispatched, the operator of the ATV has left the area. A registration system would be <br />helpful to locate the owner of the ATV. After discussion, Commissioner Adams moved <br />to adopt the resolution submitted to the Board, a copy of which is attached hereto and <br />made a part of these minutes. Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, and Sauls <br />Nay: None <br />Absent: Reives <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a contract between the City of Sanford and Lee County for <br />Wastewater Treatment Services. The City of Sanford is pursuing additional funds <br />through the 1998 Clean Water Bond Act and needs written documentation that it serves <br />as a regional system providing wastewater treatment services to other entities, customers <br />or governmental units. After discussion, Commissioner Garner moved to approve the <br />agreement between the City of Sanford and Lee County as presented.
