na 17 PaCE 81O <br />Commissioner Sauls read aloud the resolution of appreciation for local law <br />enforcement, rescue, emergency medical services, emergency management, and fire <br />personnel. Commissioner Sauls presented a framed copy of said resolution to <br />representatives of each group that were in attendance. <br />Commissioner Adams informed the Board that, in light of recent incidents of <br />violence that have occurred at schools throughout the country, the Lee County Board of <br />Education has been working to develop a contingency plan in the event of an emergency <br />at one of the County's schools. The SBI and FBI will be training school personnel on <br />what actions to take in the event of such an occurrence. <br />The Board considered the 1999-2000 Secondary Road Construction Program <br />submitted by the Department of Transportation (hereinafter DOT). Jerry Bradley, Lee <br />County Maintenance Engineer for DOT, spoke on behalf of the program. Mr. Bradley <br />informed the Board that the 1998-99 program had resulted in the paving of 2.4 miles on <br />Lower River Road and 1.0 mile on Holt Road. There are approximately 20 miles of <br />unpaved roads in Lee County and the 1999-2000 program will include the paving of <br />Buchanan Farm Road, Johnson Cemetery Road and Doyle Cox Road. A resolution to <br />approve the 1999-2000 Secondary Road Construction Program was submitted to the <br />Board for approval, a copy of which is attached hereto and by this reference made a part <br />of these minutes. After discussion, Commissioner Matthews moved to approve the <br />resolution and upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal and Sauls <br />Nay: None <br />Absent: Reives <br />The Chairman ruled the resolution had been adopted unanimously. <br />The Board considered a tax appeal of a penalty on business personal property for <br />National Textiles. Roger Kelly, Tax Administrator, spoke on behalf of the Lee County <br />Tax Office and recommended to the Board that the request be denied. Toney Boyd, <br />General Accounting Manager representing National Textiles in Sanford, asked the Board <br />to waive the 10% penalty on the basis that the personal property was filed on the initial <br />returns in accordance with listing the property at 100% cost by the year of acquisition <br />when it was acquired by National Textiles without any intent of not listing or <br />underlisting. Also, National Textiles is in full agreement to accept the amended <br />discovery values as the basis of how to process future tax returns. After discussion, <br />Commissioner Paschal moved to waive the 10% penalty accessed to National Textiles by <br />the Lee County Tax Office. Upon a vote, the results were as follows: <br />Aye: Garner, Matthews, and Paschal <br />Nay: Adams, Hincks, and Sauls <br />Absent: Reives <br />3 <br />
