Upon a vote, the results were as <br />follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an offer to purchase two parcels of land off of Keller <br />Andrews Road. County Manager William Cowan told the Board that an offer had been <br />received by the Board at the September 7, 1999 meeting authorizing the upset bid process <br />on these two parcels of land. There were two upset bids received and three <br />advertisements ran in the local newspaper concerning the property. The last bid received <br />was an offer of $10,025.00 from Oscar A. Keller, Jr. and wife Elderlene R. Keller. He <br />told the Board that the last ad published on October 21, 1999 received no upset bid nor <br />any other offer. After some discussion, Commissioner Adams moved to approve the <br />following resolution: <br />WHEREAS, the Board of Commissioners authorized the advertisement of an <br />offer to purchase two parcels of land off of Keller Andrews Road identified as PIN 9632- <br />80-9851-00 and PIN 9632-91-3895-00 under the upset bid process pursuant to N.C. <br />General Statute 160A-269 and 153A-176; and <br />• WHEREAS, during the process there were two upset bids and three <br />advertisements of the offers received; and <br />WHEREAS, the last offer received was from Oscar A. Keller, Jr. and wife, <br />Elderlene R. Keller in the amount of $10,025.00 and advertised in The Sanford Herald on <br />October 21, 1999. There have been no upset bids nor other offers made since that date. <br />NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners for Lee <br />County that the offer from Oscar A. Keller, Jr., and wife, Elderlene R. Keller to purchase <br />the property identified as PIN 9632-9851-00 and PIN 9632-91-3895-00 (a copy of which <br />is attached to these minutes and by this reference made a part hereof) be accepted.
