Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />First Reading and Vote on Ordinance to Allow the Sale of Alcoholic Beverages Before <br />Noon on Sundays <br />The Board next held a first reading and consideration of an Ordinance to Allow the <br />Sale of Alcoholic Beverages Before Noon on Sundays. County Attorney Whitney Parrish <br />referred to a revised abstract in the Board's materials. Attorney Parrish provided that on <br />June 29, 2017, the NC General Assembly enacted Senate Bill 155, "An Act to Make <br />Various Changes to the Alcoholic Beverage Control Commission Law," and the Governor <br />signed it into law on June 30, 2017. Section 4 of the Bill states "in accordance with G.S. <br />18B -1004(c), a county may adopt an ordinance allowing for the sale of malt beverages, <br />unfortified wine, fortified wine, and mixed beverages beginning at 10:00 A.M. on Sunday <br />pursuant to the licensed premises" permits issued under GS 1813-1001. Staff was <br />contacted by a business who would be eligible to sell such beverages on Sundays if the <br />County passed the Ordinance. The Board held a public hearing on the proposed <br />Ordinance at the September 18, 2017 meeting. Attorney Parrish proceeded to read the <br />proposed Ordinance aloud and provided that the Ordinance will be on for a second reading <br />and final vote at the October 16th Board of Commissioners Meeting. Commissioner Reives <br />moved to approve the Ordinance to Allow the Sale of Alcoholic Beverages Before Noon on <br />Sundays. (A second reading and <br />final vote will occur at the next meeting.) <br />Incentive Agreement with CoreMark International, LLC <br />The Board of Commissioners was recently approached by CoreMark International <br />LLC regarding the terms of an incentive that was approved by the County following the <br />public hearing held on January 4, 206. The agreement was for a five-year term, with the <br />County investing up to $26,345.25 in the project, with CoreMark agreeing to create 25 new <br />jobs at an average wage of $31,800.00 and at least $1,500,000 in taxable investment. The <br />Board approved an incentive agreement with CoreMark International on January 19, 2016. <br />For this project, CoreMark was also seeking a One NC Grant.
