The next step after adoption of the land use plan is to update development <br />regulations. <br />Commission Knecht arrived at 6:33 p.m. <br />County Manager John Crumpton provided that Lee County has been asked to <br />participate in Chatham County's update in their development regulations. Chair Dalrymple <br />suggested extending the moratorium 24 months providing that the moratorium will be lifted <br />earlier if the work is complete. <br />After further discussion, Commissioner Reives moved to hold a public hearing <br />regarding the extension of the Ordinance Imposing a Temporary Moratorium on Oil and <br />Gas Development and Mining within Lee County and to modify the Ordinance by <br />advancing the time period to 24 months. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Request to Appear from <br />Kevin Combs spoke on behalf of residents on Buckroe Drive regarding bond <br />requirement for developers within the Lee County limits. He stated that the City of Sanford <br />requires bonds for developers to develop within the City limits, however this is not the case <br />within the County. Residents are requesting that the County should adopt a similar <br />regulation to require developers to post bonds. He also provided that the residents of <br />Buckroe Drive ended up having to invest significant time and money in repairing and <br />updating the road so that the North Carolina Department of Transportation (NCDOT) would <br />take it over for maintenance. Planning Director Marshall Downey provided that the County <br />is unable to legally impose the same regulation the City has in place. He stated that the <br />key is that the regulations cover City infrastructure such as water, sewer, and streets, <br />however he did not believe the County could legally collect money for a NCDOT road. We <br />do not have the authority to build residential roads, therefore we do not have the authority <br />to take bond money and build roads. Commissioner Reives suggested a public service <br />announcement regarding early buyers in a development to put people on notice in the <br />future. He also recommended that someone meet with builders to state that this is a <br />concern. County Manager John Crumpton requested that the planning board look into this <br />matter and provide the board with a recommendation. Kirk Grabo of 427 Buckroe Drive <br />said that approximately 1,100 feet of road along Buckroe Drive required repaving and <br />patching costing residents close to $80,000.00 to update the road to NCDOT standards. <br />No action was taken. <br />Rezoning Request for 2925 Airport road <br />Planning Director Marshall Downey provided a recap on a rezoning request for 2925 <br />Airport Road. An application was submitted by Lloyd and Linda Cushman to rezone <br />approximately 1.85 acres of land addressed as 2925 Airport Road from Residential <br />Agriculture (RA) to Light Industrial (LI). The subject property is identified as Lee County <br />Tax Parcel 9642-65-3002-00 as depicted on Lee County Tax Maps 9641.02 and 9641.04. <br />Commissioner Knecht moved to support the long-range planning consistency and go with <br />the Planning Board's recommendation.
