0 9 <br />V 989 <br />The Board discussed the current Lee County Inclement Weather Policy. <br />Commissioner Adams recommended that a voice message he placed on the telephone <br />system so employees could call their office to find out if County offices would be closed <br />for business during bad weather. County Manager William Cowan told the Board that <br />the generator that supplies backup power to the Government Center does not power the <br />telephone system. He further told the Board that it would cost S1,000 to have a system <br />installed that would supply emergency power to the telephone system if it should go <br />down for any reason. After some discussion, Commissioner Reives moved to allocate up <br />to $1,000 to upgrade the current telephone system with emergency power. Upon a vote, <br />the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />County Manager William Cowan discussed with the Board pay considerations for <br />various employees that worked during the recent winter stone. He told the Board that as <br />a result of the record snowfall and the depth of the snow, he consulted with the Chairman <br />of the Board and made a decision to close the County offices except for essential <br />personnel for the days of January 25, 26, 27, and a two hour delay on January 28 and <br />January 31, 2000. On February 18, 1997 the Board of Commissioners adopted an <br />Adverse Weather Policy which is similar to the policy for the State of North Carolina. <br />The policy provides no authority for the County Manager to excuse employees from <br />work due to inclement weather, specifically heavy snowfall. He asked that the Board <br />consider the following pay considerations due to this extraordinary event: <br />CLASS OF EMPLOYEES <br />- regular employees (8:00 a.m. - 5:00 p.m.) <br />- irregular shift employees who were scheduled <br />to work and reported to work as scheduled <br />irregular shift employees who were scheduled <br />to be off <br />employees who were required to work due to <br />the inclement weather and are eligible for <br />FEMA reimbursement <br />RECOMMENDATION <br />forgive hours missed <br />pay for time worked plus <br />equal compensatory leave <br />not affected <br />compensation with <br />additional pay at the FEMA <br />reimbursement rate <br />9 <br />
