00 <br />WHEREAS, the Board of Commissioners wishes to provide for absentee voting at <br />such election and to provide that notice of the availability of absentee ballots be given <br />timely to voters in the County; NOW THEREFORE, <br />BE IT RESOLVED by the Board of Commissioners of the County of Lee, as <br />follows: <br />(1) The questions whether the qualified voters of the County of Lee shall <br />approve or disapprove (a) the indebtedness to be incurred by the issuance <br />of the bonds of the County authorized by said bond orders, which <br />indebtedness shall be secured by a pledge of the County's faith and credit, <br />(b) the levy of a tax for the payment thereof, and (c) said bond orders, <br />when adopted, shall be submitted to the qualified voters of said County at <br />an election to be held in said County on May 2, 2000. <br />(2) The Clerk of the Board of Commissioners is hereby authorized and <br />directed to publish on or about March 9, 2000 a notice that absentee <br />ballots will be available for use at said election. <br />(3) The Lee County Board of Elections is hereby requested to print and <br />distribute the necessary absentee ballots. <br />Commissioner Sauls seconded the notion. Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, and Sauls <br />Nay: Reives <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />County Manager William Cowan discussed with the Board a spreadsheet <br />forecasting the impact of additional debt payments that will be necessary if the public <br />school bonds and the community college bonds are approved. He told the Board that the <br />spreadsheets assume two scenarios and three options. After some discussion, <br />Commissioner Adams moved to approve option three and scenario one. Option three <br />would involve the sale of both public school bonds and community college bonds in <br />2000-2001 but defer principal payment until 2002-2003. Scenario one would allow the <br />County to use investment earnings to cover the debt service plus tax revenue to cover the <br />remaining debt service and operating cost. Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, and Sauls <br />Nay: Reives <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />The Board considered the addition of a Dentist I position with the Lee County <br />Health Department.
