0 0 <br />8u0X 17 F.,cA005 <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Garner asked that the Board consider allocating $2,000 to the <br />Census Committee to help offset miscellaneous expenses. He told the Board that the <br />Town of Broadway had committed $500 and the City of Sanford would also be asked to <br />commit $2,000. After some discussion, Commissioner Adams moved to allocate up to <br />$2,000 to the Census Committee. Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Saues <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a matter concerning the Board of Elections. County <br />Attorney K. R. Hoyle told the Board that the Board of Elections wished to change the <br />polling places in several precincts and to split or divide one precinct. After some <br />discussion, Commission Adams moved to approve the following resolution: <br />WHEREAS, the Lee County Board of Education and the Board of Trustees of <br />Central Carolina Community College have requested that the Board of Commissioners of <br />Lee County hold a special election on May 2, 2000 to submit to the voters the questions <br />of whether or not bond orders to provide additional facilities for school purposes should <br />be approved; and <br />WHEREAS, to be able to have a special election for such purposes on May 2, <br />2000, requires that the Board call the election at its meeting on March 20, 2000 and to <br />publish a notice if the election setting out the polling places on March 23 and 30, 2000; <br />and <br />WHEREAS, the Board of Elections has determined that it wishes to change the <br />polling places in several precincts and to split and divide one precinct; and <br />WHEREAS, such actions by the Board of Elections would constitute changes <br />affecting voting that necessitates a submission to the Attorney General of the United <br />States for pre-clearance since Lee County is a jurisdiction subject to the requirements of <br />Section 5 of the Voting Rights Act of 1965 as amended; and <br />WHEREAS, under North Carolina General Statute 120-30.9E, the County <br />Attorney is designated as the official to make such submissions to the Attorney General <br />of the United States and the County Attorney has advised the Board that he does not <br />believe that the submission can be made and approved by the date of the primary election <br />and certainly not by the special election which is scheduled for March 23, 2000; <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners for <br />Lee County that the Lee County Board of Elections is requested to defer action on <br />010 <br />10 <br />
