Chief Pat Garner asked that the Commissioners consider imposing a very
minimal rescue tax that would enable his department to purchase needed equipment.
Mr. Garner told the Board that the cost of providing rescue services to the county has
become more expensive and the department is unable to collect funds from the public to
finance their needs. He asked that the Board consider the establishment of a rescue
service district throughout Lee County similar to the fire service districts. He further
told the Board that a very minimal rescue tax would grant the department the funding
necessary to acquire needed equipment to provide service just as the fire tax enables the
county's rural fire departments to purchase equipment. After much discussion,
Commissioner Garner moved to consider an appropriation of $30,000 in the 2000-2001
budget for the Sanford-Lee County Volunteer Squad. Upon a vote, the results were as
follows:
Aye: Adams, Garner, Hineks, Matthews, Paschal, Reives, and Sauls
Nay: None
The Chairman ruled the motion had been adopted unanimously.
The Board considered a request from the Northview Volunteer Fire Department
to hire a paid employee. Northview Board President Roger Millikin and Fire Chief
Ronnie Campbell appeared before the Board and requested that a paid employee be
hired to work five days per week, eight hours per day at their station. After much
discussion, Commissioner Paschal moved to hold a public hearing to consider the
request at the next Commissioners' meeting on April 17, 2000 at 7:00 p.m. Upon a vote,
the results were as follows:
Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sauls
Nay: None
The Chairman ruled the motion had been adopted unanimously.
The Board considered a request from Cherokee Sanford Brick Company to
abandon a portion of State Road 1419 (Brickyard Road) from the state maintained
system. Cherokee Sanford Brick representative Warren Paschal appeared before the
Board and asked that the Commissioners request that the North Carolina Department of
Transportation abandon a portion of Brickyard Road. Mr. Paschal told the Board that
Cherokee Sanford Brick owns the property on both sides of Brickyard Road with the
exception of property located at the end of the road joining State Road 1418 (Post Office
Road). This section should continue to be maintained to provide access to existing
homes. Mr. Paschal further told the Board that safety is the key issue for asking that the
road be closed. This is due to the heavy equipment that travels across the road. He also
stated that expansion for the company is limited as long as the road stays open. Mr. Joe
Clendenin from the North Carolina Department of Transportation told the Board that
Brickyard Road was added to the State Road System thirty to forty years ago. He also
stated that maintenance of the road suffers due to the heavy equipment crossing the road
2
