(i0 s <br />B00K 18 PAGE 5 <br />The Board considered a resolution relating to the Federal Emergency <br />Management Agency (FEMA). After some discussion, Commissioner Paschal moved to <br />approve the following resolution: <br />RESOLUTION OF THE <br />BOARD OF COMMISSIONERS OF <br />LEE COUNTY, NORTH CAROLINA <br />RELATING TO <br />WORKING WITH THE FEDERAL EMERGENCY MANAGEMENT AGENCY <br />(FEMA) <br />WHEREAS, FEMA asks counties to assist them in urging citizens affected by <br />disasters to call the toll-free FEMA Disaster Assistance telephone number to register for <br />disaster assistance; and, <br />WHEREAS, information to call this toll-free number for disaster assistance is <br />distributed on a local level as well as by FEMA Comnwnity Relations workers who go <br />door-to-door for weeks after a disaster in an effort to make sure that everyone gets the <br />word; and <br />WHEREAS, although FEMA asks for local cooperation, names of citizens who <br />register are not shared with the county government so that local services can be <br />immediately provided to the citizens; and, <br />WHEREAS, asking citizens to call a separate "local government" number from <br />the "FEMA number" would confuse the issue and perhaps. cause citizens to mistakenly <br />think that they had registered for disaster assistance when in fact they had not; and, <br />WHEREAS, FEMA claims that this is a privacy issue and they are therefore <br />unable to release the registration inforniation pursuant to federal law. <br />NOW, THEREFORE, BE IT RESOLVED that the Lee County Board of <br />Commissioners meeting on the I" day of May, 2000, in Sanford, North Carolina, does <br />hereby urge the Lee County Congressional Delegation to support federal legislation that <br />would allow a federal or state agency to disclose to a county government the name, <br />address, and telephone number of citizens registering for aid following a federally- <br />declared emergency. <br />BE IT FURTHER RESOLVED that this resolution be transmitted to the North <br />Carolina County Commissioners Association and the National Association of County <br />Officials for introduction as a policy of each association. <br />Upon a vote, the results were as follows: <br />3 <br />
