004 <br />aaoK 18 pAcE 64 <br />much discussion, County Manager William Cowan was asked to invite Ms. Insko to <br />appear before the Board to discuss this request. No action was taken on the matter. <br />The Board considered a budget matter concerning the purchase of hand held <br />radios for the North Carolina Highway Patrol troopers. Commissioner Reives asked <br />that the Board consider purchasing hand held radios at a cost of approximately $660 per <br />radio. The radios would be owned by the County and given to North Carolina Highway <br />Patrol troopers in Lee County so they could be contacted directly by local law <br />enforcement without having to go through the Greensboro patrol office. No action was <br />taken on the matter. <br />The Board considered a budget matter concerning the purchase of a canine for <br />the Sheriffs Department and the local Highway Patrol. Commissioner Reives asked <br />that the Board consider a budget matter for the purchase of an "all-purpose" dog that <br />could be used by the Sheriff's Department and local Highway Patrol. After sonic <br />discussion, Commissioner Adams moved that a letter of support be sent to the Sheriffs <br />Department requesting a dog. Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, and Reives <br />Nay: None <br />Absent: Sauls <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a resolution requesting that the North Carolina General <br />Assembly authorize Lee County to conduct a referendum on an optional one-cent sales <br />tax to raise funds for school capital needs. Commissioner Adams told the Board that <br />the legislative delegation was trying to pursue alternate ways of financing schools, and <br />he would like to try to get more support for a local option sales tax referendum. The <br />Board discussed a recent letter firom Representative Leslie Cox to James Black, Speaker <br />of the North Carolina House of Representatives. In the letter, Mr. Cox told Mr. Black <br />that they must seriously consider alternative revenue sources other than just raising <br />property taxes to fund schools. It is Mr. Cox's intention to introduce legislation for a <br />one-cent, local option sales tax that must be approved by local voters before <br />implementation by the Lee County Board of Commissioners. After much discussion, <br />Commissioner Garner moved for County Attorney K. R. Hoyle to draft a letter to the <br />Lee County delegation making the one per-cent (I%) local sales and use tax consistent <br />throughout the Bill, ask that the community college be included along with the public <br />schools to use these funds for capital outlay purposes, exempt vending machine sales <br />from the Bill, and request a response from the delegation before they proceed.
