County Manager William Cowan told the <br />Board that the original contract for planning services was considered at tine April 3, <br />2000 meeting. At that time the Board deferred action until a cap was placed on the <br />section for "adjusted inflation." Mr. Cowan told the Board that the City of Sanford had <br />approved additional language to the contract to read, "in accordance with the January <br />Consumer Price Index for the south region as reported bj7 the Bureau of Labor <br />Statistics, Southeastern Regional Office for the category of all urban consumers, all <br />items group." Commissioner Garner moved to approve the amended contract as <br />presented. Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, and Reives <br />Nay: None <br />Absent: Sauls <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed meeting dates for the month of July 2000. Chairman <br />Hincks recommended canceling the July 3`d and 17'n meetings, and holding one <br />meeting on Monday, July 10, 2000. The meeting would begin at 3:00 p.m. and public <br />hearings would be held at 5:00 p.m. at the Government Center. Commissioner Adams <br />moved to approve Chairman Hincks' recommendation. Chairman Hincks told the Board that <br />Representative Verla Insko from District 24 of the North Carolina General Assembly <br />was asking that all counties consider and approve a resolution to amend House Bill # <br />1396-An Act To Amend The Constitution of North Carolina To Recognize the Right to <br />Health Care. The bill was introduced in 1999 and will be considered again when the <br />General Assembly convenes in May. If the bill is approved by the General Assembly, a <br />referendum will appear on the November 2000 ballot asking voters if they believe <br />every North Carolinian should have access to health care on a regular basis.
