Upon a vote, the results <br />were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an Ordinance levying a tax on short-term lease or rental <br />of motor vehicles. Tax Administrator Roger Kelley told the Board that the North <br />Carolina General Assembly has ratified Senate Bill 1076 to repeal the property tax on <br />certain vehicles leased or rented under retail short tern leases. This bill will be <br />effective July 1, 2000, and the Board is being asked to approve an Ordinance that <br />would allow Lee County to impose and levy a 1 tax. He told the Board that the <br />County will collect this tax from operators of leasing and rental establishments. After <br />some discussion, Commissioner Sauls moved to approve an ordinance levying tax on <br />gross receipts derived from retail short-term lease or rental of motor vehicles, a copy of <br />which is attached to these minutes and by this reference made a part hereof. Upon a <br />vote, the results were as follows: <br />Aye: Garner, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: Adams <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />The Board considered the reappointment of Roger Kelley as Lee County Tax <br />Administrator. Mr. Kelley told the Board that in accordance with North Carolina <br />General Statute 105-294(a) "the board of county commissioners of each county shall <br />appoint a county assessor to serve a term of not less than two nor more than four <br />years." Since lie has served two consecutive two-year terms he asked the Board to <br />appoint him to a four-year term effective July 1, 2000. Commissioner Garner moved to <br />reappoint Roger Kelley as Lee County Tax Administrator for a four-year tern effective <br />July 1, 2000. Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sall15 <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered the renewal of workers' compensation and property and <br />liability insurance for 2000-2001. Safety and Training Officer Bob Brown asked that <br />the Board consider the renewal of the county's property and liability coverage that is <br />currently with Discovery Insurance Company, represented by BB&T Regional <br />Insurance Services of Sanford. He also asked that the Board renew the property and <br />liability coverage with Coregis Insurance Company of Clemmons, North Carolina. <br />After some discussion, Commissioner Paschal moved to renew the workers' <br />3 <br />
