Boor 18 Pay 18 002 <br />Aye: Adams, Gamer, Hincks, Matthews, Paschal, Reives, and SanIS <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Representative Verla Insko, 24`' District Representative from Chatham and <br />Orange Counties spoke to the Board concerning House Bill 1396 - An Act to Amend <br />the Constitution of North Carolina to Recognize the Right to Health Care. After some <br />discussion, Commissioner Gamer moved to endorse a resolution of support to amend <br />the Constitution of North Carolina, a copy of which is attached to these minutes and by <br />this reference made a part hereof Upon a vote, the results were as follows: <br />Aye: Gamer, Matthews, Paschal, and Reives <br />Nay: Adams, Flincks, and Sauls <br />The Chainnan ruled the motion had been adopted by a four to three vote. <br />The Board considered the annual Secondary Road Construction Program <br />presented by the North Carolina Department of Transportation. Mr. Joe Clendenin and <br />Mr. Jerry Bradley presented the proposed plan to the Board and answered questions. <br />They told the Board that the North Carolina Department of Transportation anticipates a <br />July 2000 allocation of $346,258, with $210,597 in Secondary Construction Funds and <br />5135,661 in Secondary Road Trust Funds. The following roads are to be paved in Lee <br />County during FY 2000-2001: <br />Lower River Road (SR 1500B) 2.40 miles <br />Doyle Cox Road (SR 1540) 1.10 miles <br />Jones Chapel Road (SR 1428) 0.40 miles <br />Commissioner Sauls moved to approve a resolution in support of the annual Secondary <br />Road Construction Program for FY 2000-2001, a copy of which is attached to these <br />minutes and by this reference made a part hereof. Tax Administrator Roger Kelley told the Board <br />that the nursery was audited in May of this year and a discovery was made on the <br />greenhouses. Mr. Foushee was objecting to the penalty of 5454.74 from the County <br />and S20.91 from the Tramway Fire District. Mr. Kelley recommended that the penalty <br />be forgiven because there had been some misunderstanding in the proper way the <br />greenhouses were to be listed.
