VIII. COMMISSIONERS' COMMENTS <br />Commissioner Oldham initiated a discussion regarding a request from Mr. Jim <br />Womack for the use of the board room to hold an Oil and Gas Commission meeting on <br />September 20, 2017. County Manager John Crumpton stated that it is the Board's policy to <br />permit State officials the use of County facilities free of charge upon request. He further <br />provided that he had received a copy of a letter that had been issued to Mr. Womack from <br />the North Carolina Department of Environmental Quality that provided a reason to believe <br />that the intended meeting was unlawful. Based on this information, the Commissioners <br />discussed whether or not to permit the use of the County's facility. Commissioner Oldham <br />moved to request proof of the Oil and Gas Commission's ability to lawfully meet prior to <br />allowing use of the County's facility. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Commissioner Reives asked the Board to join him in writing a letter to COLTS staff <br />in recognition of their excellent response to recent allegations. <br />Commissioner Dodson requested consideration of the repeal of an ordinance <br />related to conceal carry in public buildings, referring more specifically to parks. <br />IX. CLOSED SESSIONS <br />Commissioner Sloan made a motion to go into closed session per North Carolina <br />General Statute Sections 143-318(a)(4) to discuss matters relating to the location or <br />expansion of business, (a)(5) to discuss the acquisition of real property, and (a)(6) to <br />discuss a personnel matter. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously and the Board went into <br />closed session at 7:30 p.m. <br />Upon return from closed session, Commission Sloan moved to authorize the County <br />Manager to change the classification of the Community and Government Relations <br />Manager position to a Grade 73.
