<br />The board considered contracts for the Phase 11 Water Project. Public Works
<br />Director Kenny Cole told the board that bids were received on July 31, 2001, for the
<br />construction of approximately 94 miles of 8" through 6" DIP and PVC water mains to
<br />serve the Lee County Water & Sewer District I — Phase 11. He told the board that the
<br />project would be divided into three water main contracts in various parts of the county.
<br />Hobbs, Upchurch & Associates Project Manager Tim Carpenter outlined the three
<br />various contracts for the board as follows:
<br />• Contract 1 — received five responsive bidders which consists of
<br />approximately 48 miles (Pocket area). Bids ranged from $6,524,580.40 to
<br />$2,573,318.50, with the lowest bid submitted by T. A. Loving Company of
<br />Goldsboro, NC.
<br />• Contract 2 — received six responsive bidders which consists of approximately
<br />37 miles (Broadway area). Bids ranged from $3,519,437.40 to
<br />$1,758,018.40, with the lowest bid submitted by T. A. Loving Company of
<br />Goldsboro, NC.
<br />• Contract 3 — received six responsive bidders which consists of approximately
<br />11 miles (Deep River area). Bids ranged from $1,119,076.91 to $634,050.40,
<br />with the lowest bid submitted by T. A. Loving Company of Goldsboro, NC.
<br />Mr. Carpenter told the board that the total construction cost of the project, including
<br />Contracts 1, 2, and 3 is 54,965,387.30. The estimated total project budget is
<br />approximately $5,838,000.00 and includes engineering, inspection, land, legal fees, and
<br />the first year debt service and contingencies. He further stated that based on the three
<br />contracts received, they recommend that the contracts be awarded to T. A. Loving
<br />Company who was the low bidder at 52,573,318.50 (Contract 1), $1,758,018.40
<br />(Contract 2), and $634,050.40 (Contract 3).
<br />After some discussion, Commissioner Matthews moved to accept the
<br />recommendation of Hobbs, Upchurch & Associates to award the bids for all three
<br />contracts to T. A. Loving Company, Goldsboro, NC. Upon a vote, the results were as
<br />follows:
<br />Aye: Adams, Hincks, Lennnond, Matthews, Paschal, Reives, and SaUls
<br />Nay: None
<br />The Chairman ruled the motion had been adopted unanimously.
<br />There being no further business to come before the Water & Sewer District No. I,
<br />Commissioner Lemmond moved to go out of the Water & Sewer District No. 1 meeting.
<br />Upon a vote, the results were as follows:
