006 <br />box 18 r cF 167 <br />Mr. Garner told the Board that there are 45 churches, with more than 9,000 members <br />from Chatham, Lee, and Alamance Counties that use the Association Office from time- <br />to-time for area and statewide meetings. Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Hincks gave the Board a brief update concerning a recent meeting he <br />and County Attorney K. R. Hoyle attended concerning the feasibility of developing <br />regional water and sewer facilities on the Cape Fear River. Another meeting concerning <br />this matter is scheduled for August 22, 2000, at 7:00 p.m. in Holly Springs. <br />The Board considered the meeting schedule for September 2000. After some <br />discussion, Commissioner Adams moved to hold one meeting in September on <br />Wednesday, September 20, 2000 at 3:00 p.m. Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed the current Lee County Noise Ordinance. Commissioner <br />Garner discussed a recent complaint he and other Commissioners had received <br />concerning loud noises that were coming from a subdivision. Following much discussion, <br />the Board decided to leave the Noise Ordinance as it currently is. No action was taken on <br />the matter. <br />Commissioner Garner expressed concerns he had pertaining to County property <br />adjacent to the tennis courts on Bragg Street. He stated that the property has brush and <br />other debris on it that needs to be cleaned up. County Manager William Cowan was <br />instructed to look into the matter. No action was taken on the matter. <br />Commissioner Paschal briefly discussed a concern he had involving traffic on <br />Center Church Road near the new Tramway Elementary School. County Manager <br />William Cowan was instructed to address this traffic problem when he notifies the <br />Department of Transportation regarding Tramway Road. No action was taken on the <br />matter. <br />County Attorney K. R. Hoyle discussed with the Board a recent court decision <br />that changes the liability of counties. He told the Board that the General Assembly has <br />enacted the Tort Claims Act (GS 143-291) which allows a claimant to have a hearing <br />before the Industrial Commission on a claim asserting negligence on the part of the state <br />or its agent. With respect to counties, the General Assembly has enacted GS-153A-435, <br />that provides that they waive governmental immunity to the extent of any insurance <br />6 <br />
