with boring. Construction of the waterline has begun and is estimated to be complete by <br />December 19th. The City plans on taking over ownership of Enterprise Drive by 2018. LED <br />street lighting will be installed every 200 feet along with underground power and signage at the <br />north and south side of CCEP. <br />5. Visitor Center Allocation : The Committee discussed working on the visitor and tourism center <br />and how it will be established to provide marketing for visitor services. <br />6. Update on COLTS : The COLTS system was put into place to provide access to services at a <br />County level. The City proposed the potential of funding a route or route schedule, however in <br />response to this request, Senior Services Director Debbie Davidson provided information on a <br />route system that was established in the past and is no longer in operation due to the expressed <br />desire for door to door service on a flexible schedule. COLTS provides services to citizens <br />located in Lee County including those within the City limits. Services include transportation to <br />certain out of county medical providers. COLTS generally charges $4.00 each way ($8.00 per <br />round trip) and provides on average 400 trips per day. Vehicles are paid for by the North <br />Carolina Department of Transportation requiring a 10% county match. Due to the stringent <br />requirements set by NCDOT, the ability to expand services or contract with other companies to <br />provide services is difficult. COLTS offers the ability to contract with local companies to provide <br />transportation for employees to and from work, however there is a set minimum of participating <br />employees required to qualify for the service. Central Carolina Community College in Sanford <br />contracts with COLTS for the transportation of students. Much of the COLTS operation is driven <br />by Medicaid. Mayor Chet Mann mentioned a need for transportation services for the homeless <br />to assist in obtaining and maintaining employment. <br />7. Tax Foreclosure Process : Tax Administrator Mary Yow stated that the foreclosure process is <br />always used as a last resort form of collection, with every effort being made to work with people <br />who need assistance. Lee County currently contracts with two firms to conduct the foreclosure <br />process. Both firms apply a mortgage style approach, which requires a strict notification <br />process. Some cases take a lot more time to foreclose on than others due to challenges such <br />as notifying heirs. Overall, most foreclosure cases are paid and resolved before going to sale. <br />Lee County is operating at a 99% collection rate. <br />8. Golden Leaf/Airport Grant : Golden Leaf has targeted $11 million in grant funds for the district. <br />Counties can submit up to three projects. No individual project request can exceed $1.5 million. <br />County Manager John Crumpton proposed submitting an application for grant funds to assist <br />with the construction of the sewer line from Moncure to the airport. The City has funded and is <br />proceeding with the design and engineering. The grant would require a 20% county match. <br />9. Colon Road Water Project : Planning and design will be completed by the end of September <br />2017. Permitting will begin in October, and the project will go out for bid in November. <br />Construction is estimated to begin in January 2018 and will be complete by March. <br />10. Discussion on Sanford -Lee County Homelessness Project : The Homelessness task force has <br />been renamed as the S3 Housing Connect. Their mission is to provide a coordinated effort and <br />identified agency to serve as a resource in seeking a "no barrier" shelter and to devise a plan to <br />create a day center, transitional home, and affordable home to be able to assist the local <br />homeless community in gaining shelter and stability. <br />11. Transportation Committee - Discussion and Addition of City Representative : The City issued a <br />request for the addition of a City representative to the County's Transportation Committee. City <br />Councilman J.D. Williams was nominated for consideration. <br />12. Discussion — Future Growth and preparedness in Inspections, Permitting and Environmental <br />Health : County Manager John Crumpton stated that the County is investing effort in planning <br />
