LEE COUNTY <br />Committed Today for a Better Tomorrow <br />JOINT MEETING OF THE <br />INTERLOCAL SUB -COMMITTEE <br />FOR THE <br />COUNTY OF LEE, CITY OF SANFORD <br />AND <br />TOWN OF BROADWAY <br />SEPTEMBER 12, 2017 <br />The Joint Interlocal Sub -Committee appointed to study Interlocal Agreements and other items of <br />interest between the County of Lee, City of Sanford, and Town of Broadway, met at 11:00 a.m. in the <br />West End Conference Room, Sanford Municipal Building, 225 E. Weatherspoon Street, Sanford, North <br />Carolina, on said date. Commissioner appointed members present were Amy M. Dalrymple and <br />Timothy S. Sloan. County staff in attendance included County Manager John Crumpton, Finance <br />Director Lisa Minter, Clerk to the Board Jennifer Gamble, County Attorney Whitney Parrish, Senior <br />Services Director Debbie Davidson, Tax Administrator Mary Yow, and Management Analyst Michael <br />Silverman. <br />Mayor Chet Mann called the Joint Sub -Committee meeting to order and the following items <br />were discussed: <br />Mayor Mann provided a message on City and County improvements and how they are drivers <br />for job creation as shown by the creation of approximately 800 full time jobs in the last 3 years and the <br />most "shovel -ready" site at Central Carolina Enterprise Park. <br />1. Update on Kiwanis Family Park : As a result of City and County collaboration on a Parks and <br />Recreation Trust Fund Grant, the City was granted $350,000.00 for improvements at Kiwanis <br />Family Park. Designed improvements include a splash pad, shelter, additional parking spaces, <br />public art, ADA compliant playground, picnic area, restrooms, walking path, and fencing. The <br />project will go out for bid toward the end of 2017 with construction starting in the spring of 2018. <br />The facility will be available for public use beginning in 2019. <br />2. Update on Corridors : The Planning Department has proposed a wayfinding sign program with a <br />theme to be consistently displayed among gateway, mast arm, parking, wayfinding, park, and <br />greenway signs. The project will start with the installation of seven signs, five in the downtown <br />area and two in Jonesboro. The cost of the entire sign program is estimated at $350,000.00 with <br />a planned timeline taking place over the next seven to eight years. <br />3. Future Parks Collaboration and Plans : Collaboration between the City and County on future <br />park projects based on the City's Park Master Plan was discussed. Ideas and plans included <br />improvements to OT Sloan Park, Horton Park, Temple Park, aiding the Town of Broadway in <br />establishing a park, and collaborating with the City on greenway out to Endor Furnace. County <br />Manager John Crumpton stated that there are funds currently in the budget and plans are <br />underway for updating Kiwanis Children's Park. <br />4. Update on Central Carolina Enterprise Park : The sewer line to the south of Colon Road is 30 <br />days from estimated completion. The sewer line to the north has been delayed due to issues <br />
