At that time, the plans and specifications will be submitted to the Board of Commissioners, the City of and USDA -RD for approval. Mr. Cole told the Board that he expects to receive bids on the project by mid February 2001 and that once bids are received, reviewed, and approved by the Commissioners, construction should begin within 45 days. Once the project begins, it should be completed in approximately 270 days. Mr. Cole supplied the Board with a list Of customers that have signed up for the project. The Board considered tap refunds for customers that will not be included in the Phase II Water Project. Public Works Director Kenny Cole asked that the Board approve tap refunds to eighteen customers who have paid their 575.00 tap fee, but will not be included in this project. Commissioner Garner expressed concern that the City of Sanford will be installing a water line along Lower Moncure Road and customers that have paid the $75.00 tap on fee to the County will now have to pay the required 5650.00 tap fee to the city. Mr. Cole explained to the Board that in August 2000, the City of Sanford was awarded a bid to install a 12" water main along Lower Moncure and Farrell Roads to improve hydraulics to the Lee County Industrial Park. Since these eighteen customers will be receiving water from the City of Sanford, they must pay the required tap fee to Sanford. Mr. Robert Holder, representing several of the eighteen customers involved, spoke concerning this matter. After much discussion, Commissioner Reives moved to authorize the County Manager to contact the City of Sanford and ask them to honor the original tap fee of 575.00 for these eighteen customers, based upon a vote of the Board of Commissioners, and for the customers to be notified in writing upon their decision. Upon a vote, the results were as follows: Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sanls Nay: None The Chainnan ruled the motion had been adopted unanimously. Commissioner Garner moved to approve tap refunds for the eighteen customers along Lower Moncure and Farrell Roads, per attached refund list, and delete the water line originally planned in the Phase 11 project for Lower Moncure and Farrell Roads. Upon a vote, the results were as follows: Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sauls Nay: None The Chainnan ruled the motion had been adopted unanimously. There being no further business to come before the governing body of the Water and Sewer District No. 1, Commissioner Garner moved to adjourn the Water and Sewer District No. I meeting.
