At that time, the plans and specifications <br />will be submitted to the Board of Commissioners, the City of and USDA -RD for <br />approval. Mr. Cole told the Board that he expects to receive bids on the project by mid <br />February 2001 and that once bids are received, reviewed, and approved by the <br />Commissioners, construction should begin within 45 days. Once the project begins, it <br />should be completed in approximately 270 days. Mr. Cole supplied the Board with a list <br />Of customers that have signed up for the project. <br />The Board considered tap refunds for customers that will not be included in the <br />Phase II Water Project. Public Works Director Kenny Cole asked that the Board <br />approve tap refunds to eighteen customers who have paid their 575.00 tap fee, but will <br />not be included in this project. Commissioner Garner expressed concern that the City of <br />Sanford will be installing a water line along Lower Moncure Road and customers that <br />have paid the $75.00 tap on fee to the County will now have to pay the required 5650.00 <br />tap fee to the city. Mr. Cole explained to the Board that in August 2000, the City of <br />Sanford was awarded a bid to install a 12" water main along Lower Moncure and Farrell <br />Roads to improve hydraulics to the Lee County Industrial Park. Since these eighteen <br />customers will be receiving water from the City of Sanford, they must pay the required <br />tap fee to Sanford. Mr. Robert Holder, representing several of the eighteen customers <br />involved, spoke concerning this matter. After much discussion, Commissioner Reives <br />moved to authorize the County Manager to contact the City of Sanford and ask them to <br />honor the original tap fee of 575.00 for these eighteen customers, based upon a vote of <br />the Board of Commissioners, and for the customers to be notified in writing upon their <br />decision. Upon a vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sanls <br />Nay: None <br />The Chainnan ruled the motion had been adopted unanimously. <br />Commissioner Garner moved to approve tap refunds for the eighteen customers along <br />Lower Moncure and Farrell Roads, per attached refund list, and delete the water line <br />originally planned in the Phase 11 project for Lower Moncure and Farrell Roads. Upon a <br />vote, the results were as follows: <br />Aye: Adams, Garner, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chainnan ruled the motion had been adopted unanimously. <br />There being no further business to come before the governing body of the Water <br />and Sewer District No. 1, Commissioner Garner moved to adjourn the Water and Sewer <br />District No. I meeting.
