Roll -Off Hauling and Front Load Dumpster Service A reement <br />Solid Waste Superintendent Joseph Cherry presented a request for renewal of the <br />Roll -Off Hauling and Front Load Dumpster Service Agreement between Lee County and <br />Waste Industries, LLC, for an additional five-year period commencing on July 1, 2018. The <br />estimated cost is approximately $540,000.00/year with an annual CPI increase. County <br />Manager John Crumpton noted that when this contract was originally bid, Waste Industries <br />came in as the low bidder. When they were approached regarding renewal, they did not <br />seek an increase above the CIP, thus renewal was recommended. Commissioner Oldham <br />moved to approve the renewal of the Roll -Off Hauling and Front Load Dumpster Service <br />Agreement with Waste Industries, LLC as presented, a copy is attached to these minutes <br />and by this reference made a part hereof. Upon a vote, the results were as follow: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />_Guardianship Services Contract with Empowering Lives <br />Social Services Director Brenda Potts stated that this is a renewal of a contract <br />entered into mid -year 2016-2017 with Empowering Lives to provide services to 10 of Lee <br />County Social Services' guardianship cases. Guardianship cases are those in need of <br />supervision and there are no family members willing or able to accept that responsibility. If <br />no other individual can be found to accept the responsibilities, they are assigned to Social <br />Services by the courts. As part of the Sandhills Center reinvestment funding back into our <br />county, they are providing the funds that allows Social Services to contract for this service. <br />The cases that Empowering Lives handles are those requiring services unique to that <br />particular client such as MH treatment, restoring competency when appropriate, etc. This <br />has been an arrangement that has benefited our agency as the administrative funding <br />source for Social Services staff to provide this service is capped and runs out every year, <br />increasing county cost for this mandated service. The 2017-2018 budget includes the <br />amount of this contact, $30,000.00, in the expense operational budget and the same <br />amount shown as a revenue. Social Services pays the contract fee monthly and files for <br />reimbursement from Sandhills. Commissioner Reives moved to approve the Guardianship <br />Services Contract with Empowering Lives, a copy of which is attached to these minutes <br />and by this reference made a part hereof. Upon a vote, the results are as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />TARPO Project List for Prioritization 5.0 <br />David Montgomery, Senior Long Range Planner, presented the TARPO Project List <br />for Prioritization for the Board's consideration. He stated that Lee County will have twenty- <br />five transportation projects evaluated by the North Carolina Department of Transportation <br />through Prioritization 5.0 for possible funding and construction over the next ten years.
