Tax Collector's Annual Settlement <br />Tax Administrator May Yow presented the tax collector's annual settlement. She <br />stated that each year the tax collector must make settlement with the governing board per <br />NCGS 105-373. As part of the settlement, the governing board charges the tax collector <br />with collecting taxes for the current fiscal year and prior fiscal years with unpaid taxes. This <br />"charge" gives the tax collector authority to use enforced collection measures and it gives <br />legal notice that the tax lien is first in priority. Chair Dalrymple stated that separate motions <br />are needed for the acceptance of the settlement, adoption of the resolution, and charging <br />of the tax collector with collecting 2017 taxes. Commissioner Reives moved to approve <br />settlement by the tax administrator. Upon a vote the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Commissioner Reives moved to adopt the resolution approving the tax collector's annual <br />settlement for fiscal year 2017 and prior years, a copy of which is attached to these <br />minutes and by this reference made a part hereof. Upon a vote, the results were as <br />follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Sanford Housing Authority's Property on Linden Avenue <br />County Attorney Whitney Parrish stated that in 2012, Lee County sold Lots 55 and <br />56 on Linden Avenue to the Sanford Housing Authority for $40,000.00. The resolution <br />authorizing the sale of the building and two lots states that the purpose of selling the <br />property was for the Housing Authority to continue its public purpose of providing safe, <br />sanitary and affordable housing to the low income population of the City and County. The <br />deed restricts the Housing Authority to continue to carry out the public purpose and upon <br />compliance with the restriction for 25 consecutive years; fee simple absolute title would <br />transfer. Shannon Judd, Chief Executive Officer of the Sanford Housing Authority, had <br />contacted the County asking if the Housing Authority can sell the property. The Housing <br />Authority has not renovated this property, is renovating other public housing <br />Page 710 <br />
