CEJ <br />VI. OLD BUSINESS <br />Offer to Purchase Surplus Property Located at 109 S Third Street Sanford Lee County <br />North Carolina_, PIN 9643-80-9474-00 <br />County Attorney Whitney Parrish stated that 109 S. Third Street was acquired by <br />Lee County and the City of Sanford through a foreclosure sale in 2016. The total amount of <br />fees and taxes owed on the property is $10,445.65 and the taxable value of the property is <br />$47,400.00. At the June 5, 2017 meeting, the Board considered two offers to purchase the <br />property, one from Curtis Lawrence for $10,545.65 and one from Christian Campos for <br />$10,100.00. The Board voted to accept Mr. Lawrence's offer. The ad was run in The <br />Sanford Herald on June 14, 2017. Mr. Campos then submitted an upset bid offer for <br />$12,100.00. He paid the advertising costs and the bid deposit. At the June 6, 2017 City <br />Council Meeting, the City Council deeded the County their portion of the property so the <br />County can sell the property and then distribute the funds according to the MOU between <br />the County and City. Commissioner Oldham moved to approve the resolution approving <br />the upset bid for the sale of surplus property located at 109 S. Third Street in the City of <br />Sanford, Lee County, a copy of which is attached to these minutes and by this reference <br />made a part hereof. Upon a vote the results were as follows: <br />Aye: Dalrymple, Dodson, Oldham, Reives, Sharpe, Sloan <br />Nay: Knecht <br />The Chair ruled the motion had been adopted unanimously. <br />VII. NEW BUSINESS <br />Pfizer Video: What does it Take to Make a Breakthrouah Vaccine? <br />Commissioner Tim Sloan introduced a video created by Pfizer showcasing the work <br />of employees located at the plant in Sanford, NC. No action was taken. <br />Reauest for Approval of the Slidinq Fee Scale for a Primary Care Office Visit <br />Health Director Heath Cain stated that this is a request for the Board of <br />Commissioners to approve the Primary Care Office Visit Fee Sliding Fee Scale from the <br />proposed $50 to $100. Patients who meet the criteria for the Federal Poverty Guidelines <br />will be assessed according to the scale. The sale range will be 100%, 75%, 50%, 25%, <br />and 0%. The patients who slide to 0% would pay a minimum of $50. Mr. Cain further <br />stated that this will give the Health Department an opportunity to recoup some of the funds <br />used to provide the services. He also provided that they will be updating the policy so the <br />only clients being served by the clinic will be clients from Lee County. Commissioner <br />Sharpe moved to approve the requested sliding fee scale for a primary care office visit. <br />Upon a vote, the results were as follow: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Page 510 <br />
